SR. SYSTEMS MANAGER/CIO - HEALTH-CARE DATA EXCHANGE

A growing, multi-state organization dedicated to improving the quality of health care is seeking a Senior Systems Manager/CIO who will work closely with the Executive Director of a new, statewide clinical-information exchange initiative in Delaware. Responsibilities of this position, which will be based in Wilmington, will include working with technology vendors to ensure that the project meets implementation time frames and functionality tests, as well as assisting the Executive Director in developing appropriate business plans for multiple functions of the initiative. The incumbent also will develop and maintain corporate policies and standards that maximize effectiveness and minimize costs related to the acquisition, implementation and operation of IT systems and ensure that all systems and networks operate according to internal standards and external accreditation standards, and meet regulatory and legal requirements, including HIPAA and other relevant regulations.The successful candidate will have a demonstrated understanding of national and regional health information organizations and an understanding of technology issues, approaches and resources related to health care, including standards and certifications. Must have a demonstrated ability to present, in writing and orally, complex issues with clarity and elicit support and understanding from a broad range of audiences. This position involves travel throughout the state of Delaware, as well as to other states.Bachelor’s degree in Information Systems or related discipline required, with at least 10 years of progressive IT experience, seven of which must have been in a direct leadership role in a technology division or department, with five years in a health-care environment preferred.
