Public Transit Administrator
The Oregon Department of Transportation was established in 1969 to provide a safe, efficient transportation system that supports economic opportunity and livable communities for Oregonians. ODOT develops programs related to Oregon’s system of highways, roads, and bridges; railways; public transportation services; transportation safety programs; driver and vehicle licensing; and motor carrier regulation.
PUBLIC TRANSIT ADMINISTRATOR
The Oregon Department of Transportation (ODOT) seeks a strategic thinker, innovative leader, and multi-faceted manager for the Public Transit Division. Appointed by and reporting to the ODOT Director, this position exercises leadership and vision in managing, leading and coordinating statewide programs and legislative efforts to achieve the goals of the Public Transit Division and Oregon Department of Transportation.
The Public Transit Division (PTD) is the focal point for programs supporting the personal mobility aspects of ODOT’s mission. PTD provides the leadership to carry out Oregon’s public transportation program as required by state and federal laws through strategic investments flowing from a statewide strategic multimodal planning process which PTD helps to develop, implement and evaluate. Investments provide personal mobility for the general public and special publics such as seniors and people with disabilities through over 200 local government, private not-for-profit, and private-for-profit partners. Capital and operating assistance are provided for fixed route bus service, demand responsive bus service, intercity service, ridesharing, planning, training, and technical assistance through 14 FTE and a $50 million biennial budget. This position is located in Salem.
As a Public Transit Administrator you will:
•The Public Transit Administrator is responsible for leading and directing all aspects of division workforce activities to develop, implement and maintain the projects and programs through partnerships with private sector firms and government entities at all levels. The position is ODOT’s chief negotiator with overall accountability to establish the contracts with any potential partner and to negotiate project financing arrangements. This position formulates and manages ODOT’s strategy and policy for engaging the private and public sector entities in significant public transportation projects.
•The administrator represents the agency to elected and appointed officials at the local, regional, state and federal level, including the state Legislature, as well as the general public and ensures their understanding of and support for ODOT and Public Transportation goals. This position is a member of ODOT’s Executive Management Team, and as such defines the statewide mission, goals, and strategy for ODOT. In addition, this position oversees the Public Transportation Advisory Committee that is advisory to the Oregon Transportation Commission.
REQUIREMENTS
Position Qualifications include:
•The successful candidate will possess at least six years of progressively responsible management experience related to the transportation industry, including responsibility for staff and budget management, and overall program operations. A Graduate level degree in management or a closely related field may be substituted for up to one year of the required experience.
•This position requires political acumen and experience in managing complex activities and diverse individuals. Requires a broad knowledge of legislative and government legal responsibilities, operations and functions. Must be skilled at forging alliances and developing strong support for projects with diverse partners or audiences. Must be capable of creating strong relationships with key state and federal government administrators and staff, legislators and members of the Oregon Congressional Delegation to coordinate agency activities on projects.
