Project VP Regulatory Affairs RA03

Position Responsibilities: The VP, Regulatory Affairs is responsible for the licensing, environmental health and safety and safety analysis products and services for the Mixed Oxide Fuel Fabrications Facility (MFFF). The management position is responsible for the development of communications strategy with government agencies involved with the MOX project including DOE, NRC and state agencies. Quite often there is also the need to develop integrated strategy within the DCS organization to address regulatory issues and changing requirements.

Develop Licensing Documents Supporting MFFF: Issue Construction Authorization Request to the NRC and respond to questions and issues. Develop a License Application for the MFFF to be submitted to the NRC and respond to questions and issues. Develop an Integrated Safety Analysis Summary for the MFFF that supports the LA and respond to questions and issues. Develop communications strategy supporting licensing issues. Provide oversight for Material Control & Accountability Programs and Physical Security Programs per NRC requirements.

Develop the Safety Analysis Supporting the MFFF: Develop and maintain Nuclear Safety Evaluations for the MFFF. Interface with DOE, NRC and project groups during development and review of the NSEs. Complete Hazardous Analysis for the MFFF in the non-criticality areas supporting the project. Confirm that IROFS identified by Engineering are appropriate. Prepare analytical tool to support safety analysis which provides safety strategy insights to NRC reviewers (Index Method).

Develop Environmental, Safety and Health Products and Services Supporting the MFFF: Prepare an Environmental Report to be submitted to the NRC that supports the Construction Authorization Request and respond to questions and issues. Evaluate radiological safety concerns during the design, construction and operation of the MFFF. Develop supporting programs and documents. Evaluate environmental effluent monitoring programs for the MFFF. Communicate standards and processes to other members of the MFFF team. Resolve environmental issues with state and federal regulators. Submit appropriate environmental applications to state agencies supporting operation of the MFFF. Review eng designs and equipment specifications to ensure that environmental concerns are addressed. Evaluate industrial safety issues to MFFF site employees. Develop industrial safety work practices and standards. Develop chemical exposure monitoring standards and procedures. Provide oversight for industrial safety injuries and investigations. Review eng designs and equipment specifications to ensure industrial safety potential problems are addressed.

Provide Regulatory Compliance Oversight for the MFFF: Ensure that the design of the MFFF conforms to the requirements of 10 CFR Part 70. Ensure that the License Application for the MFFF meets the requirements of 10 CFR Part 70. Verify that the License Application includes commitments included in the Construction Authorization Request (CAR).

Provide Research on Technical Issues Supporting the MFFF: Provide scientific research on various technical issues in support of safety analysis and engineering on subjects such as nitric acid process interactions and chemical flammability limits and margins.

Provide Management Oversight for the Regulatory Affairs Division of the MFFF: Provide management oversight and direction to the Regulatory Affairs personnel working on the MFFF Project.

Required Qualifications (include minimum years of experience and degree requirements): Possess at least a BS degree in engineering, science, or business. Greater than 8 years nuclear industry experience dealing with NRC and/or DOE such that there is knowledge of regulatory issues and processes. Proven supervisory experience managing multiple work teams. Proven oral and written communications skills expected of a senior manager position. Proven negotiating skills such that issues can be identified and resolved in a timely manner. Demonstrated ability to maintain open communications among multiple teams and with government agency representatives. Knowledge & Understanding of requirements of 10 CFR Part 70
Desired Qualifications (include desired certifications and/or desired education qualifications): Greater than 8 years nuclear industry experience managing an organizational unit at a nuclear power plant or fuel processing facility. Previous experience working with environmental, industrial safety, and industrial health issues. Previous experience working with nuclear security issues. Previous exposure to safety conscious work environment issues.
