President/CEO, Center for Human Development
The Center for Human Development (CHD), the largest provider of community-based human services in Central and Western Massachusetts and Connecticut, seeks a dynamic and experienced senior executive to serve as President/Chief Executive Officer.
CHD was founded in 1972 on a philosophy of integrating people into community-based settings as an alternative to placing them in institutions, a major departure from the prevailing system. The mission of the agency today is to provide a broad range of high quality, community-oriented human services dedicated to promoting, enhancing and protecting the dignity and welfare of people in need. The organization remains innovative and entrepreneurial, developing new types of programs to serve more than 4,000 children, adults and families in diverse communities each year.
The diverse staff includes 1,000 caring human service professionals in 45 programs. CHD has an experienced and effective senior management team and maintains a balance between a professional, high-skill centralized administrative service structure and a decentralized delivery system with considerable program autonomy and a participative culture. There have only been two previous CEOs in CHD’s 35-year history. The CEO will be called upon to maintain and appreciate what has been built through this long tenure while acting as a change agent, developing new paths and programs. Current programs include:
•Family and Children’s Programs – including Alternative Lock-Up Program, Big Brothers Big Sisters of Hampshire County, Bridge Homes, CASA of Hampden County, Children’s Evaluative Services, Center for Youth and Family Services, Emergency Resource Center, Family Outreach of Amherst, Family Stabilization Services, Grace House, Jessie’s House, 90-Day Diagnostic Program, PACE School, Safety Zone, Stages, T.L.C., and Transitional Independent Living.
•Juvenile Justice Programs - including Community Assessment Program and Terri Thomas Girls Assessment Program.
•Developmental Disabilities – including Meadows Homes, Outreach Team, and Southwick Project.
•Vocational Training Programs – including A New Leaf Plant Shops, Riverbend Furniture, and Advance Cleaning.
•Mental Health Programs - including Community Re-Entry Program (Residential Services, Mental Health Clinic, PACT), Community Support Program (Residential Services, Day Program, Western Mass. Empowerment Center), Westbrook Services, Connecticut Outreach and Connecticut Outreach - West.
•Others – HIV/AIDS Law Consortium, Not Bread Alone, Single Room Occupancy Project, and The Training Institute.
The FY 2006 budget was approximately $39 million with 91% realized from government contracts and grants. 70% of the expenditures were focused on mental health and retardation services. The Board of Directors has active committees and is made up of 22 committed members representing a cross section of the community. The central office is in Springfield.
CHD is affiliated with Behavioral Health Network, a $28 million organization providing community-based behavioral health services to the Pioneer Valley. The CEO will be a member of the BHN board and will work collaboratively with the President and CEO of BHN and with two BNH board members on the CHD board. CHD provides an administrative services structure to BHN.
The Position:
The President/CEO is responsible for the overall leadership and development of a multi-faceted, goal-oriented, highly-respected agency with a reputation for quality, innovative services and fiscal stability. S/he will provide leadership to continue to position CHD as a leader in its field and will demonstrate appreciation of decentralized participatory management, supporting a team commitment to community-based care. S/he will be a wise and creative visionary grounded in sound, pragmatic business sense, able to seize opportunity and yet a calculated and intentional risk-taker. S/he will understand that diversity is tied to the organization’s success.
Roles and Responsibilities:
External Relations
?Create and maintain effective collaborative relationships with health and human service systems in Massachusetts and Connecticut including local, state and national public and private officials, agencies, trade associations, task forces, the business community and with the community at large.
?Actively participate in efforts to enhance the social, economic, cultural and safety needs of the people CHD serves.
?Oversee the promotion of CHD’s name and image within the community.
?Act as the spokesperson for the agency about issues that are important to CHD.
?Oversee and lead CHD’s development efforts.
?Ensure compliance with applicable regulations and standards and ensure appropriate response to government bodies and funding sources.
Administration and Agency and Staff Development
?As an early priority, begin a new strategic planning process for development of agency goals and objectives resulting in a new 3-5 year plan. Assume responsibility for implementation of the plan in partnership with the Board.
?Oversee development of new programs and program components. Provide evaluation to the Board at appropriate regular intervals.
?Develop accountability systems and monitor quality of individual agency programs, ensuring adherence to the agency treatment philosophy.
?Assume responsibility for overall management and support of all CHD staff.
?Hire, orient, evaluate/discipline and terminate senior management staff, providing direct support, training and supervision while delegating when appropriate.
?Attract and retain active Board of Directors members, working toward an optimal board skill set and community representation.
?Chair the staff Public Policy Committee and Senior Management Team.
?Serve as a Board member with BHN and work with BHN’s CEO to ensure a productive relationship.
?Maintain fiscal integrity and strength.
?Seek and use training opportunities and engage in self-evaluation to develop and meet professional goals.

REQUIREMENTS
Desired Skills, Experience and Characteristics:
?Belief in the effectiveness of community-based human services and the potential for everyone, no matter how severe their life situation, to make progress.
?10+ years senior leadership and management experience in a large, complex multi-service organization with a minimum budget of $15 million including change management and innovation, strategic planning, financial management, organizational growth and expansion.
?Master’s or other advanced degree in mental health, social work administration, public administration, business or a related field preferred. Specific training relative to human services is a plus.
?Substantial successful track record in identifying and securing private and public funding through diverse sources including government relationships and fundraising.
?Disposition toward responding to the community and ability to lead the community to contribute to CHD.
?Effective communicator on multiple levels, with experience developing decision-making processes and as a facilitator.
?Experience developing effective relationships with an active Board of Directors.
?Demonstrated commitment to valuing, nurturing and celebrating diversity within the organization for staff and clients and belief that cultural competence drives quality.
?Demonstrated collaborator who values the experience of others and aspires to mutual benefit.
?Mentor who nurtures and encourages the growth and development of all staff.
?Comfort and capacity to live within a highly decentralized delivery system and centralized administrative service structure.
?Understanding of complex financial planning, budgeting processes with multiple funding streams, balance sheets and financial statements.
?Familiarity and experience with Massachusetts and/or Connecticut community-based systems a plus.
?Ability to live within the communities served by CHD and desire to be an integrated member of the community.
?Ability to work flexible hours including early morning, evenings and weekends.
?Ability to travel frequently and to discern when travel is needed to develop/use contacts with government, funders and associations and for national participation in policy related issues.
