New York City's Department of Information Technology and Telecommunications (DoITT), a nationally recognized provider of customer-based IT solutions and services, is seeking an Executive Director, ECTP Project Management Office.
The Department of Information Technology and Telecommunications, Emergency Communications Transformation Program (ECTP) is a critical project for the City of New York. DoITT is currently leading this major initiative aimed at upgrading and integrating the City’s 911 emergency communications system.
Working with the New York City Fire Department (FDNY) and the New York City Police Department (NYPD), along with other stakeholders, the purpose of this initiative is to transform the City’s emergency communications and service delivery through streamlined operations and improved technology solutions. This effort will create a unified call taking system, upgrade the City’s e911 telecommunications infrastructure, create state of the art dispatch facilities, and implement new technologies aimed at improving response to emergencies.
JOB DESCRIPTION:
The responsibilities of the Executive Director of the ECTP Project Management Office will include:
Overall executive level management and day-to-day project monitoring;
Oversee schedules, budget and deliverables associated with the design, replacement, upgrade and integration of technology, applications and facilities associated with emergency communications.
This includes working with stakeholders and steering groups to manage risks, identify issues, drive decisions critical to the program’s success and communicate key issues and status to stakeholders.
The Executive Director will also project-manage activities including: status reporting, schedule tracking, budget and resource management and planning; lead multiple technical, inter-disciplinary, and vendor teams; provide project coordination and oversee project procurements, contracting, and delivery.
PREFERRED SKILLS:
Demonstrated experience in large-scale implementations involving multiple technologies and/or multiple sites;
Experience in problem solving, process improvement and business re-engineering methodologies;
The ability to define project management processes, strong communication, presentation and facilitation skills, excellent organizational skills, the ability to manage multiple tasks simultaneously under tight deadlines.
A background in municipal government/public safety operations is preferred, including but not limited to, knowledge of the New York City environment or similar experience in other large metropolitan cities.
CIVIL SERVICE QUALIFICATION REQUIREMENTS:
A Master's Degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using mainframe, mini- or micro-computer technology in computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing, at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties,

A Bachelor's Degree from an accredited college and four years of experience as described above
-OR-
A four-year high school diploma or its educational equivalent and six years of experience as described above,

Education and experience equivalent to the above. However, all candidates must have at least a high school diploma or it’s equivalent and must possess at least three years experience as described above, including the 18 months of administrative, managerial, executive or supervisory experience as described above.
NOTE: The following types of experience are NOT acceptable; superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
