ABOUT THE POSITION: The Chief Operating Officer will report directly to the Chief Executive Officer, and acts as the Chief Executive Officer in her absence. The COO is a member of the senior management team, responsible for instituting systems that provide effective internal management. The COO has direct responsibility for managing and providing strategic leadership and oversight to the Medical sites (Transit Village, Clinica Alta Vista, and San Antonio), Dental, Eye, Health Education, and Mental Health.

DUTIES AND RESPONSIBILITIES: Carries out supervisory responsibilities in accordance with the La Clinica's policies and applicable laws. Responsibilities include interviewing, hiring, and developing employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employee; addressing complaints, conflict resolution, and problem resolution. In addition:
Participates in formulating and administering La Clinica's policies and is the lead in their enforcement.
Oversees and directs and coordinates activities of department or division for which responsibility is delegated (e.g. Eye/Dental, Facilities, Community Health Education Services, Medical Mental Health departments, San Antonio and Clinica Alta Vista).
Reviews analyses of activities, costs, operations, and forecast data to determine department or division progress toward stated goals and objectives.
Confers with Executive Director and other administrative personnel to review achievements and discuss required changes in goals or objectives resulting from current status and conditions.
As assigned by the Chief Executive Officer, directs the activities of certain phases of the agency operations.
Represents the CEO, or the agency, as required.
Chairs Management Team and serves on ad hoc committees as assigned.
Works in close proximity with Medical Director, Dental Director and other clinical leaders.
Other duties as assigned by supervisor.
REQUIREMENTS
MINIMUM QUALIFICATIONS:
Requires five years of full-time increasingly responsible administrative-managerial experience which includes analyzing and making recommendations for organizational, procedural, program, budget and personnel management. Master's degree (M.A., MPH, MBA) or an equivalent combination of education and experience. Experience in a community health care setting preferred.
Knowledge of principles and practices of modern management and administration; governmental policy, financial analysis; project management; and personnel management.
Skill in planning, organizing, directing and coordinating a wide variety of activities; developing implementing and communicating policies and procedures for a large organization; implementing fiscal management policies; analyzing data, making sound recommendations and adopting effective causes of action; working persuasively and tactfully with supervisors and line staff; supervision of specialized professional staff; communicating effectively both in oral and written form.
