Chief Administrative Officer, State Bar Court

The State Bar of California seeks an exceptional executive to serve as the Chief Administrative/Executive Officer for the State Bar Court (CAOSBC).

The State Bar Court uses independent judges to conduct hearings, render decisions and make formal recommendations to the California Supreme Court on attorney discipline matters. The judges of the State Bar Court are appointed by the California Supreme Court, Legislature and Governor. The court is divided into two departments — a hearing department and a review department, headed by a presiding judge. The State Bar Court is housed in the Los Angeles and San Francisco offices of the State Bar of California. This position could be based either in Los Angeles or San Francisco.

Although the State Bar Court judges have adjudicatory independence from the State Bar, the State Bar Court is supported by the staff of the State Bar of California. The State Bar is a public corporation in the judicial branch of state government. It serves as the administrative arm of the California Supreme Court in the regulation of the legal profession, promotes the professional interests of California attorneys, educates the public about the legal system, and seeks to improve the administration of justice. Headquartered in San Francisco with offices in Los Angeles and Sacramento, the State Bar of California is the largest state bar in the nation with over 205,000 members, an annual budget of $100 million, and 600 employees. The State Bar Court has an annual budget of $8 Million and approximately 40 staff.

DUTIES: Working in cooperation with the State Bar Court Presiding Judge, CAOSBC is responsible for overseeing, planning, organizing and directing the staff and operational administration of the State Bar Court. The CAOSBC is a member of the State Bar’s Senior Management Team and is responsible for the administration of the budget and personnel in the two offices of the State Bar Court, subject to the State Bar Executive Director’s overall responsibility to administer the budget, personnel, facilities and related support activities in accordance with the policy parameters established by the Board of Governors and defined in the Business & Professions Code. The CAOSBC retains independence from the State Bar Executive Director on issues that directly involve the State Bar Court’s adjudicative functions in pending cases and reports to the State Bar Court Presiding Judge on those issues. The CAOSBC may also oversee other State Bar programs separate from the administration of the State Bar Court.

MINIMUM REQUIREMENTS: Bachelor’s Degree in business or public administration, or related field; A demonstrated verifiable reputation for integrity and no history of disciplinary offences in any capacity; A minimum of ten (10) years progressively responsible experience in court administration or equivalent; A minimum of five (5) years senior management/supervisory experience in administering personnel and budget requirements; A Masters Degree in a relevant field may substitute for up to two years of experience.

COMPENSATION AND BENEFITS: The salary range for a Senior Executive position is $108,240 - $162,360. Benefits are determined by the State Bar’s Rules and Regulations Pertaining to the Employment of Executive Staff. The position qualifies for participation in the California Public Employees’ Retirement System (CalPERS).
