CHIEF SYSTEMS ENGINEER - DIRECT- ARLINGTON- SECURITY CLEARED!

Kelly FedSecure is seeking a seasoned Chief Systems Engineer (CSE) to serve as Technical and Process Lead for a multi-disciplinary team of 90 program staff. This DIRECT HIRE position requires extensive background in complex, large-scale system of systems development and acquisition. CSE is a key position requiring superb technical leadership and vision to ensure integration of the SESP.Team support activities to the customer organization include:

' Development and implementation of a robust, disciplined set of organization-level systems engineering processes and plans that define how the customer organization and Engineering Team will execute the critical components of the end-to-end Systems Engineering Life Cycle Management Process
' Definition of the overarching System of Systems Architecture requirements and specifications and allocation of these top-level requirements to component systems and supporting information technology subsystems
' Engineering execution to develop and acquire next generation technologies, development and procurement of the reporting infrastructure and its national-level Joint Analysis Center for reach-back support and integration of emerging technologies with legacy systems.

CSE also serves as SESP Lead Technical Representative, provides advisory support directly to customer senior level management and assists in the integration of critical systems engineering activities occurring in other offices across the customer organization.

Specific Responsibilities of the SESP Chief Systems Engineer include leading process development and implementation, Concept of Operations development, Requirements Management, Risk Management, Analysis of Alternatives, Modeling & Simulation/Trade Studies, Nuclear Detection System Specifications and Interface development, team coordination, and personnel management. Specifics such as:

' Direct the development, maintenance, training, and socialization of tailored Systems Engineering process across both the Gov. and support teams
' Implement and manage the requirements development process that incorporates stakeholder needs collection and analysis from a broad, complex stakeholder community, capabilities development, analysis, decomposition, and allocation of System-of-Systems requirements across component systems
' Oversee and coordinate SESP Lead Engineers' development of component system requirements, specifications and technical management activities in support of NGSP Offices
' Implement and oversee the Configuration Management process; provide technical leadership in the analysis of configuration changes' impact on performance related attributes, cost and schedule
' Implement and oversee an aggressive organization-level Risk Management program which includes risk identification, risk assessment and risk mitigation plan definition for the System of System's component systems
' Define and manage supportability, specialty engineering, and life cycle cost process requirements for the customer organization
' Direct the implementation of CASE tools to manage and provide traceability of requirements, document the System of System's development efforts and evaluate impacts of requirements changes and issues that may arise
' Serve as a mentor and conduct performance feedback and annual reviews of technical program staff

Minimum Qualifications:

' 20 + years related experience in the end-to-end execution of Systems Engineering Lifecycle development and management; 10+ years successful technical management and/or leadership as a Lead Engineer or CSE in a complex system development and/or acquisition program
' Bachelors degree in an engineering/technical discipline from an accredited university. An advanced degree in Systems Engineering or related degree preferred.
' Education, training, or experience in nuclear physics, nuclear engineering and/or nuclear weapons is a plus
' Comprehensive understanding JCIDS and DoDAF
' Strong process-centered leadership; experience implementing or executing CMMI process improvement requirements
' Ability to lead the solution of complex integration and technical problems in a dynamic, fast paced environment
' Strong interpersonal/communication skills are required for effective leadership of a large and diverse systems engineering team as well as functioning as prime technical point of contact with senior-level customer management
' Superior time management/prioritization skills
' Current Secret clearance. Current favorable SSBI or DOE 'Q' clearance desired.
