UTILITY ANALYST II
The OUCC seeks a seasoned professional for a Utility Analyst II position who will have an opportunity to work on a range of energy issues in both the natural gas and electric industries. Candidates must be able to demonstrate a clear understanding of the energy utility sector, including an exposure to the major operational, engineering, economic, policy, and financial aspects present within today’s utility industry. Candidates with balance between strong quantitative skills, leadership skills, and constructive problem solving skills are favorable.

Primary responsibilities will include but are not limited to:Investigating energy utility issues and proposals, including the rates and charges of utilities as well as policy issues such as the promotion of improved energy efficiency, improved utility planning and procurement, and the costs, risks and benefits of alternative regulatory approaches,
Working with other state agencies such as the Indiana Utility Regulatory Commission, the Indiana Office of Energy and Defense Development, and the State Utility Forecasting Group,
Pro-actively researching emerging energy issues,
Analyzing, drafting and delivering testimony in cases before the Indiana Utility Regulatory Commission,
Representing the OUCC in industry meetings,
Mentoring agency staff as well as acting as a team leader,
Working with multi-disciplinary project teams that may include attorneys, economists, accountants, engineers, and other specialists.

REQUIREMENTS
Education and Experience:
Minimum of a Bachelor’s Degree in Economics, Business, Public Policy, Engineering, Technology or related field is required,
Prefer at least 3 years of work experience within the utility industry or with a utility commission or consumer advocate agency,
An advanced degree (Masters or Ph.D.) or a professional certification, such as a Professional Engineer or CPA, is preferred,
Demonstrated ability to summarize and communicate complex technical issues orally and in writing,
Demonstrated ability to constructively identify and solve problems.
