Systems Engineer/IT Strategist
Key Role: Provide systems engineering support and IT strategy guidance to DoD chief architects and CIOs managing Enterprise Architecture (EA) programs. Interface with senior-level EA clients to help shape the vision, direction, priorities, and plans for EA programs. Participate in baseline development, target development, transition planning, implementation and segment architecture, EA governance, and EA program management. Provide support to EA integration efforts within related disciplines, including IT portfolio management, systems engineering, IT security management, IT strategy development, EA assessment, procedural and organizational impact analysis, and EA tool selection, use, and management. Perform advanced modeling and analytics across all architectural layers and views for large, complex organizations. Develop or tailor appropriate EA methodologies, frameworks, and approaches to address client objectives and drive EA toward business results. Facilitate stakeholder work sessions focused on making enterprise-wide decisions that balance and prioritize competing interests of individual stakeholder groups. Communicate the value and relevance of EA to senior business executives or program officials.
Job Requirements
Basic Qualifications:
-3 years of experience as an IT consultant
-2 years of experience with performing systems support or analysis of Enterprise Architecture methodologies
-BA or BS degree required
-Secret clearance required
Additional Qualifications:
-3+ years of experience in a CIO or senior management office
-2+ years of experience with supporting DoDAF/C4ISR or FEA methodologies and frameworks, including baseline, target, and transition plan
-Experience with EA modeling and analytics, including IDEF notations, BPMN, or UML
-Experience with EA and IT governance/EA communications
-Experience with EA, IT architecture, solution architecture, segment architecture, architecture, IT strategy, strategic planning, service-oriented architecture, Business Process Reengineering, FEA, FEAF, DoDAF, Zachman, Spewak, Troux, Metis, Telelogic, Popkin, portfolio management, PfM, CPIC, or ITIM
-Knowledge of federal government IT legislation, policy, and drivers, including the Clinger-Cohen Act, OMB Circular A-130, electronic government, or the President's Management Agenda
