Background
Joint Staff J4 is leading the effort to transform the operational engineer force across all Services. To accomplish this goal, the Director for Logistics (DJ4) created the Joint Operational Engineering Board (JOEB) to serve as a board of directors for engineer transformation and continuous improvement. Statement of Work is for Contracted Advisory and Assistance Service (CAAS) to help support the Joint Staff J4 Engineering Division (ED) in its role as Executive Secretariat of the JOEB.
The JOEB was chartered in September 2003 as an advisory group and proponent for operational engineering issues to the Joint Requirements Oversight Council (JROC), Joint Staff, Services, Combatant Commanders and other forums. Its mission is to enhance joint engineer processes and capabilities to most efficiently and effectively meet Combatant Commander operational requirements and guide joint engineer force transformation and interoperability initiatives. The DJ4 serves as the chairman of the JOEB; members include the Logistics Directors for each of the Services and Combatant Commanders and the Chief Engineers from each of the Services.
The JOEB has created four working groups: 1) the Doctrine and Training Working Group; 2) the Transformation Working Group; 3) the Interoperability Working Group; and 4) the Engineer Capabilities Working Group. Each of these working groups has been tasked with addressing a number of engineer issues.
Purpose
To acquire Contracted Advisory and Assistance Services (CAAS) for technical support and subject matter expertise to the J4's joint engineering transformation efforts.
