Determines customer and program manager needs; advises on current and expected near term capabilities; designs and develops strategies and roadmap's to achieve increased capabilities for Level 1 fusion as well as moving towards Levels 2, 3, & 4 fusion. Applicant will be required to work under consultative direction towards meeting the overall LOB objectives to remain its status as the premier data fusion organization within IS&S. Must act independently to uncover and resolve issues associated with the development and implementation of new, state-of-the -art, solutions to solving the data overload which most DoD systems are faced with. Will plan research & development programs and recommend technological application programs to accomplish these long-range objectives. Status of this person's work will be evident not only by individual program successes but also by long term results. The applicant is expected to have exemplary leadership and technical skills and the ability to work as a teammate in performing on and creating new opportunities in data fusion and tracking. This position provides support to advanced development efforts associated with multi-source, multi-sensor, and multi-int data fusion, and precision location and tracking. The major emphasis is on advanced algorithm development and analysis, although a level of expertise in software development and analysis is expected. It is desirable for applicants be able to use modeling and development tools such as MatLab to demonstrate concepts. The selected applicant will also support demonstration, development and integration testing, both in the laboratory as well as range applications. Successful applicants will be heavily engaged in data analysis to determine performance and effectiveness characteristics of integrated systems. A typical application is incorporating new sensor measurement types and resolution of sensor data issues such as sensor bias, time lateness and missing measurement uncertainty, among other issues. Knowledge of association algorithms used to association new measurements with existing tracks to generate new hypotheses is desired. A background in advanced mathematical theory is required. Desirable analytic skills include areas such as statistics, Kalman filtering, Bayesian nets, perception nets and related advanced knowledge engineering concepts. Experience in design and development of tracking applications highly desirable. Proficiency in C required, C++ desired. Experience in parallel processing and/or distributed systems is also desired. An additional or advanced degree in computer science is considered a plus, as is knowledge of network centric architectures.
