Senior Operations Analyst
Provide leadership of teams engaged in analytical efforts where JHU/APL provides technical skills and expertise to help sponsors develop and maintain needed operational capabilities. Lead teams performing military operations/systems analysis utilizing JHU/APL's resident or acquired capabilities. Develop analysis plans, identify effectiveness measures and data requirements, conduct analysis, and interpret results. Document and communicate results to sponsors. Focus areas include Space Operations, ISR and Information Operations (IO). Also, lead or participate in studies related to either Irregular Warfare or Joint Expeditionary Operations. Gain expertise with emerging models/computer simulations applicable to Space, ISR and IO capabilities and systems. Develop or enhance JHU/APL's existing analysis techniques, models/algorithms and simulation capabilities to conduct Space-, ISR- and IO-related studies. Provide thought leadership and objective technical guidance as a Trusted Agent supporting JHU/APL's sponsors. Focus areas include analysis, systems engineering, modeling and simulation. Through direct engagement with sponsors, identify opportunities where JHU/APL can best help sponsors identify and address key technical and operational challenges.
REQUIREMENTS
Required:
MS degree or equivalent in Operations Research, Systems Engineering, or a related scientific/technical discipline. 10 years total professional experience in conducting Space-, C4ISR-, and/or IO-related analyses. (emphasis on Space-related analyses) In-depth knowledge of analytical methodologies, including modeling, simulations, and collaborative analysis techniques. Demonstrated ability to lead high-level, multi-organizational studies/analyses. Superb written/oral communications skills; ability to articulate complex technical issues to both technical staff and senior, non-technical decision makers. Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for access to classified information. Must also be eligible for DOD clearance requiring background investigation and/or Polygraph examination. Preference for current SSBI. Eligibility requirements include US citizenship.Desired:Doctorate or post-graduate work in Operations Research, Systems Engineering, Physics, Mathematics, or a related field. Familiarity with joint warfighting concepts and mission-/campaign-level analysis techniques. Proven track record in assessing the military utility of space-borne capabilities; in-depth knowledge of one or more Intelligence or IO sub-disciplines (e.g., SIGINT, IMINT, MASINT, Computer Network Operations, Electronic Warfare, Military Deception). Working understanding of the Defense Acquisition System and Joint Capabilities Integration and Development System (JCIDS). Current in modern systems engineering principles and practices. Additional background in C4ISR, IO, Irregular Warfare, or Joint Expeditionary Operations. Recent experience conducting military utility analyses.Special Working Conditions:
