Sr. Logistics Engineer
GENERAL SUMMARY: Performs all aspects of transportation support for NAVAIR Foreign Military Sales (FMS) Programs. Duties include but are not limited to: working all FMS case transportation issues; originate and coordinate classified, hazardous material, and unclassified transportation plans; track outbound/inbound shipments of material to/from FMS client countries; and coordinate all aspects of Special Assignment Airlift Missions (SAAMs). Supports the FMS Director of Logistics and various Assistant Program Managers for Logistics (APMLs) at Naval Air Systems Command Headquarters.
PRINCIPAL DUTIES/RESPONSIBILITIES: 1. Coordinates with FMS Country Representatives for a myriad of countries and weapons system platforms, providing planning and recommendations for each customer as needed to fulfill their Program’s transportation requirements; 2. Analyzes shipments of high-value, sensitive, explosive, and/or classified assets for clients, determines cost effective modes of transportation to international destinations, arranges and plans SAAM flights utilizing Air Mobility Command resources; 3. Attends meetings for FMS customers subscribing to the NAVAIR Transportation Team as the representative of NAVAIR’s FMS Director of Logistics and attends FMS community wide meetings and conferences as requested to provide technical updates and progress reports; 4. Coordinates with Original Equipment Manufacturers (OEMs) of Significant Military Equipment and Freight Forwarders to ensure effective shipment of assets to NAVAIR’s international customers; 5. Evaluates FMS customer country’s transportation procedures/concepts to determine compliance with U.S. Government export/import laws and policies and recommends alternative support procedures/concepts; 6. Represents NAVAIR’s FMS Director of Logistics on international transportation issues with the U.S. Customs and Border Protection Agency of the Department of Homeland Security, Department of State, Defense Security Cooperation Agency, and Navy International Programs Office. 7. Participates in special projects as required.
EDUCATION AND EXPERIENCE 1. Typically requires 8-10 years of related experience in logistics analysis and support, with at least 3 - 5 years of hands-on experience monitoring shipments, arranging warehouse storage, coordinating with freight forwarders, and preparing DoD shipment documentation; 2. Bachelor’s Degree in Engineering or a related discipline, or the equivalent combination of education, technical training or work/military diversified in-depth experience integrated logistics support of multiple weapons system platforms; 3. Master’s Degree preferred.
SKILLS AND ABILITIES: 1. Advanced knowledge of the principles, methods, and techniques involved in logistics support of weapons system platforms, with specific concentration on transportation issues; 2. Demonstration of a proven record of success on multiple aspects of FMS logistics, as well as knowledge of DOD FMS management and oversight procedures is desired; 3. Proficient in MS Office XP.
WORKING CONDITIONS: The work is typically performed in an office environment, which requires normal safety precautions. The work may require some physical effort such as: handling of light materials, boxes, or equipment; extended hours in warehouses and/or hangars; and activity around cargo aircraft/loading equipment.
