DoITT provides an array of services to other City agencies as well as directly to the citizens of New York through the 3-1-1 Citizen Services Center, NYC TV, NYC.gov, and its GIS, Data Center and Telecom Divisions.
JOB DESCRIPTION:
Reporting to the Assistant Commissioner for IT Security, the Security Engineering Manager will head a unit tasked with the design and implementation of security strategies for the City of New York. Responsibilities will include:
mplementing firewalls, remote access, intrusion evasion strategies, email security, network security and other security solutions;
Develop strategies to protect a Citywide OC-192 network with multiple internet points of presence serving over 50 City agencies;
Participate in the City’s Computer Emergency Response Team, the primary IT responder in case of an electronic attack on the City’s information infrastructure.
* Due to the necessary technical support duties of this position, candidates may be required to work evenings and/or weekends. *
PREFERRED SKILLS:
Excellent written and verbal communication skills;
At least four years of operational security experience, managing Checkpoint, Nokia, and Cisco hardware software;
Experience managing upgrades of hardware and software, change control and project managing skills are required;
Strong subject matter expertise in network security is necessary;
In-depth knowledge of TCP/IP, IP and Nokia firewall load balancing, Trend Micro SMTP antivirus product, DNS, SNMP, and Websense content filtering desirable.
The candidate should be prepared to provide a presentation portfolio of a reference three-tiered network architecture to support web applications.
Demonstrated experience managing projects, staff and consultants. Documentation skills a must.
A CISSP certification (or similar) is desirable, although not a requirement.
CIVIL SERVICE QUALIFICATION REQUIREMENTS:
A Master's Degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using mainframe, mini- or micro-computer technology in computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing, at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties,

A Bachelor's Degree from an accredited college and four years of experience as described above
-OR-
A four-year high school diploma or its educational equivalent and six years of experience as described above,

Education and experience equivalent to the above. However, all candidates must have at least a high school diploma or its equivalent and must possess at least three years experience as described above, including the 18 months of administrative, managerial, executive or supervisory experience as described above.
NOTE: The following types of experience are NOT acceptable; superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
