PRINCIPAL PLANNER

CHARACTERISTICS OF THE CLASS:

Under the direction of the Comprehensive Planning Administrator, is responsible for performing technical work associated with the functions of that unit of the department. Incumbent exercises independent judgment in determining work methods, after receiving written or oral instructions as to the nature of the work to be performed.

EXAMPLES OF DUTIES:

Provides necessary leadership for the development and implementation of various planning projects.
Reviews the County comprehensive Zoning and Land Development Code and other departmental regulations and plans, and recommends changes, drafts and amendments when necessary.
Process and reviews land development applications such as Development of Regional Impact reviews, major planned development applications, major earth moving applications.
Supervises assignment relating to coordinating the development review process under management of the division Chief.
May supervise, coordinate and direct the work assignments and tasks of the staff assigned to the Division.
Performs other duties, as requested.
KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of local, State and Federal legal requirements applicable to planning, zoning and land uses.
Knowledge of socioeconomic and physical characteristics of the County.
Knowledge of modern principles and practices of urban, suburban and rural planning.
Ability to interpret zoning ordinances to the general public, as well as developers and engineers.
Ability to review building site proposals against the County comprehensive Plans and development regulations.
Ability to meet, deal effectively with the public, and establish an effective working relationship with co-workers, county officials and members of the general public.
Ability to communicate effectively, both verbally and in writing, and prepare concise, accurate records and reports and written recommendations for changes.
Ability to train and supervise a subordinate professional staff.
REQUIREMENTS
Bachelor's degree in urban planning, architecture, civil engineering, or a closely related field with five (5) years progressively responsible planning experience. A Master's degree in one of the specified fields with three (3) years professional experience acceptable. Equivalent combinations of education and experience may be considered.
