Oversees and directs PHI's electric system transmission planning and PJM interconnection planning activities ensuring a reliable transmission system. Ensures PHI's transmission planning and interconnection activities are coordinated with system planning and system operations. Directs special transmission studies of alternative transmission arrangements and enhancements. Recommends improvements and modifications in organization, complement, procedures, policies, standards, methods, processes and equipment within own group and between own group and other groups and departments. Ensures that transmission staff has the resources required to perform assigned duties. Develops and controls an annual budget to support the group's needs.

Major Functions:

Manage and direct activities with PJM generator interconnections and merchant transmission;

Manage and direct activities with the PJM Regional Transmission Expansion Planning process;

Provide support to PJM, MAAC, EHV Committees, Task Forces and Working Groups;

Manage and direct special studies of internal transmission issues;

Manage and direct special studies of transmission issues with neighboring utilities and PJM;

Complete and issue 5-year planning study & reports;

Manage capital budget control by monitoring project charges and controlling scope;

Use available technologies to produce work products, and investigate new Asset Management technologies to make maximum use of transmission assets;

Prepare formal testimony and serve as Expert Witness on regulatory matters.
REQUIREMENTS
Bachelor's degree in Engineering OR equivalent combination of education, training and/or experience.

Licensed as a Professional Engineer.

Extensive, progressively responsible experience demonstrating skill leading activities related to transmission system planning, services, engineering and/or operations.

Experience demonstrating skill managing/directing activities with generation interconnections.

Experience demonstrating skill performing and/or directing long-term transmission studies of alternative transmission arrangements and enhancements.

Experience demonstrating skill recommending improvements and modifications in organization, complement, procedures, policies, standards, methods, processes and/or equipment within and between areas.

Experience demonstrating skill using available technologies to produce work products and investigate new asset management technologies.

Experience demonstrating skill managing employees to include conducting performance appraisals, providing coaching/feedback, developing others and initiating discipline.

Experience demonstrating skill developing and monitoring budgets and/or cost estimates for projects. Includes experience evaluating and determining the most cost effective option.

Experience demonstrating skill developing and delivering formal presentations to various internal and external groups.

Experience demonstrating skill using PC-based word processing, spreadsheet, presentation and e-mail software.

Ability and willingness to work extended hours and during emergencies as required.

Ability and willingness to travel to various locations as required.

Must possess a valid driver's license.

Must successfully pass Criminal History Records Check.

Preferred:

Bachelor's degree in Electrical Engineering.

Experience demonstrating skill developing strategic transmission expansion plans.

Experience demonstrating skill compiling, developing and issuing long-term transmission planning studies and reports.

Experience demonstrating skill managing/directing activities related to a regional transmission planning process (for example, PJM Regional Transmission Expansion Planning Process).

Experience demonstrating skill performing and/or managing studies of internal transmission issues and transmission issues with neighboring utilities and PJM (or similar organizations).

Experience demonstrating skill ensuring compliance with Sarbanes-Oxley, Electric Reliability Organization (ERO), Reliability First Corporation (RFC) or similar organizations.

Experience demonstrating skill preparing formal testimony and serving as an expert witness on regulatory matters.

Experience demonstrating skill providing support/resources to and/or participating in PJM and RFC (or similar) Committees, task forces and working groups.

Experience demonstrating skill using SAP.
