PRIMARY PURPOSE:
Under the general direction of the Chief Information Officer, manages the staff responsible for ensuring that the EMS and PI system(s)
(systems directly supportive of management of California?s electric transmission grid) are managed responsively, effectively and
efficiently to support the operational needs of Grid Operations, Planning and Infrastructure Development, Outage, Settlements, and
other interested Business Units. Oversees associated vendor management activities. Participates in department budget
preparation and administration, is responsible for the initiation and ultimate successful implementation of EMS and PI Historian projects
and initiatives.
ESSENTIAL JOB FUNCTIONS:
Responsible and Accountable for maintaining a high level of response and support with any Real Time Operations issues within
the EMS, PI or related / effected systems.
Works to ensure a high degree of availability and quality in all aspects of EMS and PI systems and architecture in support of Real
Time Grid Operations, Planning and Infrastructure Development, Settlements and other interested stakeholders. Fully engages in root
cause analysis on all operational Impact issues.
Communicates status and resolution of issues directly to the Real Time Operations Management on any loss event or near loss
event that creates issues or concerns in Operations ability to effectively manage the grid.
Manages department operations, support and maintenance ensuring effective and efficient operations.
Develops and manages high performing employees providing broad direction and guidance, identifies staff training needs, coaches
and gives feedback on employee performance, and performs related activities as appropriate.
Manages the IT relationship with Grid Operations, Planning and Infrastructure Development, Outage and Settlements, works to
develop sound business requirements and helps develop specific solutions to advantage the users of EMS, PI and related systems.
Oversees the management of maintenance, support and enhancements of the EMS and PI applications and databases to ensure that
accurate and timely operational data is provided to Grid Operations, Planning and Infrastructure Development, Settlements and other
interested clients.
Manages the EMS and PI vendor relations and provides vendor interface for other related applications.
Develops, monitors and refines workflow and business processes to meet the goals of the IT organization with regard to ITIL, CMM
and compliance with SAS70 requirements.
Works to ensure EMS Services staff adhere to change management and configuration management policies and procedures
in support of EMS and PI applications and databases.
Facilitates industry participation directly or with staff in EMS systems forums, WECC workgroups, NERC workgroups and vendor
User Group meetings. Leverages training seminars and classes designed to enhance the knowledge and understanding of EMS staff to
maintain and continue with their competencies in technical development.
Participates in department budget and financial goals of IT and the Corporation and oversees related cost-tracking activities.
Attends management and technical meetings, collaborates with colleagues to develop "best practices" policies and procedures,
and to identify and resolve issues to help create a flexible and efficient organization.

Performs related duties and activities as appropriate.

YPICAL PHYSICAL REQUIREMENTS:
Most of the time is spent sitting in a comfortable position and there is frequent opportunity to move about. Occasionally there may be a
requirement to stoop or lift or handle material or equipment weighing up to 25 pounds. Requires normal manual dexterity and eye-hand
coordination, and corrected vision and hearing to normal range. Must be able to provide 24x7 support as required.
WORKING CONDITIONS:
Typically located in a comfortable indoor area. There may be occasional exposure to mild physical discomfort from factors such as dust,
fumes or odors, loud noise, or bright lights. Any unpleasant conditions would be infrequent and not objectionable. Most of the time is
spent in general office or equivalent conditions which result in little or no exposure to injury or accident.
MINIMUM QUALIFICATIONS:
Level of Education
A Bachelor's degree (BA, BS) or equivalent education, training and experience.
Discipline
Computer Science, Engineering or related field.
Amount of Experience
Seven or more years related experience.
Type of Experience
Information technology, systems support, and experience with Energy Management System.
Special Certifications of Technical Skills
Thorough knowledge of information technology systems develop and support.
Other
Strong management and leadership skills with the ability to work effectively in a team environment as leader, facilitator and
