Manager 4, Engineering-Systems

Position Purpose: Manager of the ATM/IP system engineering team for the design, engineering and implementation of a regional ATM/ IP network.


Position Duties and Responsibilities:


Responsibilities of this position include the following: Managing the ATM/IP group in assesessing business, regulatory, marketing, product, technical and deployment requirements and developing the technical architecture and implementation solution. Developing the System Design Document (SDD). Specification of the system equipment. Ensuring compliance with the SDD during network deployment. Providing tiered support to other technical team members during implementation. Developing technical migration plans and acceptance test criteria. Developing test and trial plans for new equipment placement.


Managing the and providing expertise to business, regulatory, marketing, product, standardization and operational support teams. Identifying new trends and changes related to communication technologies. Proposing new architectures and products, cost reduction mechanisms, and methods to increase efficiency. Help in prepartion of RFI/RFQ for equipment requirements for procurement and leading the euipment/platform selection process.


Position Requirements:


B.A./B.S. in engineering, computer science or related field and 8-10 years related experience, or an equivalent combination of training and experience is required. MBA in Business Administration desired. Working knowledge of client TCP/IP protocol stack in various UNIX platforms, ideally in Solaris and Linux is required. Strong troubleshooting skill and working knowledge of test tools such as sniffers and spectrum analyzers are mandatory. Good understanding of IP routing protocols, ATM networking, quality of service and network management concepts is necessary. The incumbent must be proactive in identfying, and proposing new solutions. The incumbent must be able to work with minimum supervision and have excellent communication skills.


Experience:


5 + years managing ATM and IP infrastructures for planning, design, operations or equipment development. Expert in TCP/IP network design and performance. Experience in IP address and DNS administration. Experience in designing and im[plementing MPLS and QOS networks. Experience in ATM network design and performance. Expert knowledge of FCAPS and its implementation in a Regional IP network is required. Solid understanding of SNMP, syslog, and relevant tools is mandatory. Experience in VOIP protocols especially SIP, MGCP and MEGACO. Working knowledge of client TCP/IP protocol stack in various UNIX platforms, ideally in Solaris and Linux is required. Experience in implementation and/or design of large scale AAA infrastructures, specifically RADIUS is needed. Expert knowledge of 802.1x, EAP, RADIUS and interactions is required. Solid understanding of interworkings of AAA with back-end systems such as LDAP and/or SQL is mandatory.


Education:


BA/BS in Electrical Engineering, Telecommunications Engineering, Computer Science and or Business or related discipline required. MBA in Business Administration desired.
