Job Purpose

To implement the planning, organization, and development goals of Tri-C Construction as it relates to third party work as well as competitively bidding Cedarwood Development portfolio work. Deliver a high success rate of hard bid and negotiated projects while still maintaining a profitable return

Reports to:Chief Estimator

Duties:

1.Organize and maintain local/regional/national subcontractor data base
2.Attend to the overall administrative aspects as required
3.Develop, monitor and maintain bid history and historical costs
4.Assist in preconstruction effort with CDI
5.Understanding of M.E.P. systems and ability to value engineer
6.Understanding in retail/hospitality/commercial types of construction
7.Planning and scheduling
8.Assist Chief Estimator on design/build proposal
9.Attend third party client meetings when required by Chief Estimator
10.Assist management in preparation of award of contract and buyout
11.Meet with Operations/Project Managers on as requested to determine “problems”, “scope issues” and at job close, do a post mortem as requested
12.Prepare conceptual in-house estimate on bid jobs as a “check number”
13.Perform Quantity Surveys as requested
14.Attend meetings with assigned development directors to assist in developing cost and defining cost assumptions to CDI in design as requested
15.Provide a risk analysis on third party bids to show Tri-C downside and discuss with Chief Estimator
16.Continuing education and latest software and bid strategies
17.Travel to an area in which Tri-C Construction will be bidding and get a handle on “market conditions”, as requested, i.e.:
Manpower
“Qualified Subcontractors”
Local Construction Activity
18.Review available jobs to bid or negotiate as to size, location, complexity, time of construction, architect, owner, (is he financially capable) as requested
19.Unsolicited bidders on jobs should be checked out as to financial strength, time in business, track record and satisfied customers
20.Review specifications thoroughly and prepare general summary of estimate
21.Carefully review the plans and general summary of estimate to see if anything is omitted from the specifications

Department Preface:
Estimating is the first critical phase of any construction project. It is a process that requires a high degree of professional expertise and understanding of all aspects of construction work as well as complete knowledge of the capabilities of our company, its personnel, systems and business relationships.

Although the preparation of a bid cannot be reduced to a strictly mechanical process, there is a vital need for certain procedures to be established and followed in this regard

Educational/Experience Requirements:Organizational skills to properly structure the methods for proactive management
Strong knowledge of all construction disciplines with architectural and/or engineering education and experience
Communication and listening skills to assure a proper understanding of goals and implementation
Leadership abilities to develop and implement “Team Approach” and cooperative attitudes
Ability to interact with clients/consultants in a professional, positive response manner
Ability to properly plan, organize and implement activities
Proficient in computer literacy
