NATURE AND SCOPE OF JOB
Under general direction, reporting to the IT Manager for Administration and Human Resources Directorate (AHRD) and matrixed to the Industrial Partnerships and Commercialization Office (IPAC), will serve as the IPAC Information Technology (IT) Lead. Candidate will assume technical lead responsibilities for IPAC in four areas: database support; web page development; liaison with desktop, server, network support group. Candidate will research, evaluate, recommend, and deploy technology and support tools to optimize the IPAC IT capabilities. Will analyze present state of business process and work flow, develop alternative future-state approaches and facilitate implementation of new business solutions. The IT Lead will also perform varied conceptual, analytic and technical functions in support of IPAC database users, including the entire IPAC Management Team and staff. As IT Lead, is responsible for oversight and management of systems and network technologist assigned to IPAC. This position will interface frequently with IPAC management and system and database users, systems administrators, computer security officers, and external vendors.

ESSENTIAL DUTIES
- Act as co-project manager for the IPAC technology transfer database, which serves not only IPAC but also the Office of Laboratory Counsel. Responsible for working closely with all levels of AHRD and IPAC management and staff in gathering ongoing requirements for modifying and enhancing the application to better fit evolving business needs and processes.
- Act as sole database administrator and programmer for IPAC's technology transfer 200,000+ record database and customized application, KSS TechTracS.
- Design and program new business rules in 4th Dimension database language.
- Design, develop, and maintain library of over 300 reports, utilizing specialized reporting tools.
- Maintain, configure, and tune the central IPAC databases ensuring data integrity and best functional fit for IPAC business needs.
- Monitor system performance, install client access software, establish and manage access permission, and monitor system accounts & alerts.
- Monitor new application features and make recommendations.
- Provide application-specific database support to 50+ users of KSS TechTracS database. Resolve all issues related to functionality, reporting, and daily business operations. Train users on system functionality. .
- Manage customer/vendor relationship with the database vendor for ongoing technical support as well as system upgrades.
- Author technical documentation as necessary.
- Evaluate and recommend IPAC IT project needs both current and future. Work with management to determine IPAC priorities for desktop, network, and server support.
- Represent IPAC management in interactions with AHRD IT Manager and AHRD desktop support technicians. Responsible to IPAC management to ensure that priorities are communicated and that response of the AHRD computer support team is appropriate.
- Collaborate with IPAC management, AHRD IT Manager, and customers to identify program needs and coordinate and present various solutions for IPAC IT requirements. Perform constant technology watch providing strategies for future software and hardware implementations.
- Perform duties as Webmaster for IPAC internal and external websites. Maintain, develop, and implement all aspects of website design and functionality. Recommend and implement enhancements as new web technologies evolve.
- Work closely with IPAC management and staff to ensure website is designed to be a critical marketing tool. Develop technical websites that further highlight LLNL technologies that IPAC is marketing.
- Ensure work is performed in accordance with LLNL Safety, Security, and Property Management requirements.
REQUIREMENTS
ESSENTIAL SKILLS, KNOWLEDGE, AND ABILITIES
- BS in a computer related discipline or equivalent combination of technical training and experience.
- Advanced experience with 4th Dimension db language.
- Demonstrated knowledge and understanding of project management concepts, practices, and standards.
- Experience with third party report writer, such as Information Builder.
- Experience with database interfacing techniques (SQL, ODBC) and managing SQL server environment.
- Experience with web programming (HTML, XML, CGI, PHP, JavaScript).
- Demonstrated ability to work independently with a high degree of maturity, discretion, and judgment.
- Experience providing effective customer support in a diverse, fast-paced user community with widely varying levels of computer literacy.
- Experience providing technical leadership and working independently with general direction to provide original solutions.

DESIRED SKILLS, KNOWLEDGE, AND ABILITIES
- Experience conducting all phases of the systems development lifecycle in order to implement technical solutions.
- Experience with relational database modeling and development tools or object-oriented database design and development methodologies.
- Experience with Java web programming.
- Demonstrated written, verbal communication skills necessary to effectively present, explain and influence in a one-on-one, team, group meeting and presentation format for all levels of operational staff and management.
- Experience with computer security, active directory and supporting production Wintel servers.
- Knowledge of publishing, printing, and scanning technologies.
- Knowledge of LLNL business and operating practices.
