Geographical Information Systems Operator
Under general direction, performs maintenance, monitoring, organization, and coordination of mapping and Geographical Information System. Provides support to the District in the preparation of Map Atlas. Four or more years related experience and/or training; or equivalent combination of education and experience. At least two years of computer aided drawing experience.

While performing the duties of this job, the employee is regularly exposed to extreme heat and cold and airborne particles due to frequent moderate to high wind conditions of the High Desert. The employee frequently works near moving mechanical parts and is exposed to outside weather conditions. The employee occasionally works in high,
precarious places and can be exposed to electrical shock..
The noise level in the work environment is usually moderate in the office and can be very loud in the field.
This is a no smoking work environment, to include company vehicles.
REQUIREMENTS
Scope of Responsibilities:
-Performs mapping, drafting and GIS functions.
-Maintains the base mapping system including drafting of new pipeline and appurtenances.
-Maintains changes to District maps according to assessor’s parcel configuration. Provides updates for the HTE property data files.
-Plots maps-Drafts detailed drawings of pipeline, well sites, property sites, and various other District projects.
-Maintains and organizes all District maps, drawings, etc.
-Coordinates as-built drawings.
-Verifies receipt of as-built drawings.
-Assists Network Administrator in the preparation of Districts yearly Stand-by Availability list.
-Prepares map atlas for use by District personnel.
-Communicates verbally and in writing with engineers, developers, customers, and District Board and staff.
Required Qualifications
Knowledge of:
-Concepts of basic algebra, geometry, trigonometry.
-Basic principles of planning and estimating.
-Methods, materials, and equipment used in engineering, construction, inspections, and maintenance of a water system.
-Principles and concepts of complex field and office engineering work.
-Principles of drafting and water systems plan preparation.
-Pertinent laws, codes, and safety orders covering water service construction work.
-Computer skills, including knowledge of engineering software and the Internet.
-AutoCAD, AutoCad Map, Autodesk Map Guide and other GIS Software
-Knowledge of using spatial analysis and Geographical databases and have the ability to publish maps and data to web sites, as well as print maps for District use.
-Knowledge of ArcCad, Arcinfo, Autocad Map, Map Guide and have the ability to connect data sources to Geospatial maps.
-Knowledge of Microsoft Access, Excel and Crystal Reports; ODBC and other rational database associations.
Ability to:
-Read and interpret documents such as safety rules, standards and specifications, procedure manuals, detailed construction drawings, detailed contracts, maps, property descriptions, and general detailed correspondence.
-Write routine and detailed reports and correspondence.
-Speak effectively before groups of customers or employees of the District.
-Calculate figures and amounts such as discounts, interest, proportions, percentages, area, circumference, and volume.
-Apply concepts of basic algebra, geometry and trigonometry.
-Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
-Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
-Operate and perform design work using engineering software.
-Understand and interpret record drawings.
-Create accurate maps and drawings from record information and field ties.
-Modify GIS programs to meet District needs.
