Engineering - Senior, Associate and Assistant
ASSISTANT ENGINEER
Under general supervision of the City Engineer, performs a variety of office and field engineering and survey work involved in the planning and design of Public Works facilities.
REPRESENTATIVE DUTIES (may include, but are not limited to, the following):
•Inspect materials and workmanship on Public Works projects to insure conformance with established plans and specifications.
•Prepare engineering design and related drawings using standard engineering software applications such as AutoCAD Civil 3D, prepare specifications and estimates in connection with the construction and maintenance of a variety of engineering projects, including streets, sewers, water mains, storm drainage, sidewalks, curbs, gutters, parking lots, water and wastewater treatment plant rehabilitation.
•Review improvement and subdivision plans for compliance with code requirements. Conduct field inspections and surveys, measure existing lines, grades, profiles, cross-sections and location of existing structures.
•Answer questions and provide information to the public concerning engineering activities, water and sewer line locations, drainage facilities, grading requirements, street addresses, encroachment permits, and street requirements.
•Coordinate the assignment of street address numbers and maintain address maps.
•Maintain map and drawing index of City drawings.
•Assist in the coordination of engineering activities with other public and private agencies.
•Draft improvement plans and perform other related duties.
•Prepare and review bid packages. Analyze bids received and make recommendations for award of contracts. Administer contracts and change orders.
•Perform professional and technical engineering work relative to assigned area of responsibility such as design, construction, land development, transportation and traffic planning, surveying and mapping, water and wastewater engineering, and storm control and flood control engineering.
•Administer design and construction contracts; coordinate and review the work of outside consultants; review and recommend payments and billing for contracted services related to assigned projects; negotiate prices and schedules, as necessary; perform as resident engineer on construction projects as assigned.
•Participate in the plan check, review, processing, and permitting of plans for private developments affecting City roads, drains and related public works facilities; assure compliance with appropriate codes, ordinances, rules and regulations.
•Participate in environmental review of proposed land development projects; represent the Department at various public hearings and meetings; and set conditions of approval.
•Review proposed land development relative to impact on City transportation system; identify and formulate short and long term roadway needs, including traffic forecasting; gather and analyze a variety of data related to roadway conditions and traffic; and evaluate funding mechanisms and develop traffic impact fee systems.
•Perform traffic engineering services relative to existing and proposed roads including signing and striping needs and review traffic studies.
•Conduct engineering studies related to hydrologic and hydraulic engineering, including flood routing analysis, storage, and retention, and methods of storm runoff collection; conduct erosion control analysis and administer erosion control programs.
•Coordinate engineering activities with other City departments, divisions and sections and with outside agencies.
•Interface with and respond to the public in a variety of settings, including public meetings, in the office or in the field, and by telephone or through written correspondence; prepare technical and engineering reports and studies and visual presentations.
Knowledge of:
•Principles and practices of civil engineering as applied to the planning, design, construction, and inspection of public works facilities.
•Methods, materials, tools and equipment used in engineering construction.
•Civil engineering design and drafting methods and equipment, including basic computer-aided-design (AutoCAD Civil 3D) techniques and technology.
•Strengths, properties and uses of engineering construction testing materials.
•Basic surveying and the principles of algebra, geometry and trigonometry and their application to engineering.
•Technical report preparation and graphic presentation.
•Computer software applications, including word processing, spreadsheets, graphics, data bases, and project scheduling and management.
Ability to:
•Perform professional engineering work not requiring registration as a Civil Engineer.
•On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational situations and technical policies and procedures; and explain regulations and procedures to consultants, contractors, developers, the general public, representatives of other public agencies and other City staff.
•Prepare and check engineering plans and specifications; and prepare and check engineering reports and studies.
•Learn applicable laws and regulatory codes applicable to areas of assigned responsibility including; design, construction, land development, transportation and traffic planning, surveying and mapping, water and wastewater operations, and storm and flood control engineering.
•Learn to prepare accurate cost estimates and/or budgets, project schedules, and personnel resources needed for project completion/program accomplishment.
•Learn to prepare effective technical reports with recommendations and findings.
•Work with various cultural and ethnic groups in a tactful and efficient manner.
•Prepare detailed plans and specifications; and perform technical research and prepare detailed analyses.
EDUCATION / EXPERIENCE
•Graduation from accredited college or university with a degree in civil engineering or mechanical engineering.
•Possession of an EIT Certificate issued by the California State Board of Registration for Professional Engineers or ability to obtain an EIT Certificate within two years of employment. Progressive experience with responsible engineering work beyond four years (4 years) may be considered equivalent to the EIT certificate.
ASSOCIATE CIVIL ENGINEER
Coordinates specific work including but not limited to: planning, design, survey and construction of public capital improvement projects and facilities along with engineering assistance for maintenance operations. Perform a wide variety of highly responsible technical and managerial duties.
REPRESENTATIVE DUTIES
•Participate in the development and implementation of goals, objectives, policies, procedures and priorities as set forth by the City Engineer.
•Plan, assign, and review the work of subordinate engineering and/or technical support personnel engaged in the preparation of designs, specifications, estimates and technical reports related to the construction of projects.
•Perform difficult and complex professional engineering assignments of design and construction. Resolve a variety of complex engineering problems.
•Perform field inspections of projects and facilities. Ensure the proper inspection of work in progress and administration of contracts.
•Attend and participate in various meetings of the City, developers, contractors and regulatory agencies regarding City engineering matters.
•Assist in the coordination of departmental activities with other City departments, engineers, developers, government agencies and contractors.
•Maintain and update maps, drawings and records.
•Train and evaluate department personnel. Review and evaluate private improvement plans for impact on public projects and facilities; approve and certify plans as appropriate.
•Prepare and review bid packages. Analyze bids received and make recommendations for award of contracts. Administer contracts and change orders.
•Review and direct the work of consultants and assure conformance with required standards and specifications.
•Coordinate environmental review with Planning Department and other agencies.
•Prepare and update comprehensive City standard construction specifications and details.
•Prepare and administer City-wide drainage plans. Review and inspect grading and drainage for all public and private projects for consistency with City drainage requirements, including compliance with National Flood Protection Act.
•Assist with the development and maintenance of a Pavement Management System consistent with street and highway funding requirements.
Knowledge of:
•Principles and practices of civil engineering and administration applicable to the planning, designing and constructing of a wide variety of public and private projects.
•Mathematics, design methods, uses and strengths of construction materials, various standard specifications, effects of soil conditions, and pertinent laws and regulations related to the design and construction of City facilities and public and private projects.
•Laws, codes, regulations, ordinances, resolutions and policies affecting municipal engineering operations or services.
•Principles and practices of fiscal control, supervision, personnel administration and management.
•Civil engineering practices and methods and specialization related to public projects, design, hydraulics, traffic and other municipal engineering areas.
Ability to:
•Assist in the coordination and evaluation of the engineering services and functions of the City.
•Supervise, train and evaluate assigned personnel.
•Properly formulate, interpret, evaluate and make decisions and recommendations in accordance with applicable laws and regulations.
•Perform comprehensive engineering reviews in the development of public or private designs, plans, drawings and specifications for traffic, construction, maintenance and alteration projects with minimum supervision.
•Make complex engineering calculations and prepare engineering plans and specifications.
•Prepare comprehensive and concise technical reports.
EDUCATION / EXPERIENCE
•A Bachelor’s Degree from an accredited college or university with a major in civil engineering or related fields.
•Two (2) years of extensive and increasingly responsible experience in various areas of California local government engineering.
LICENSE / CERTIFICATE
•A valid certificate of registration as a professional Civil Engineer issued by the California State Board of Registration for Civil Engineers.
