Room 208 (8:00-4:00) at the City/County Building to fill out an application.Incumbent serves as an Electronic Monitoring Technician / Dispatcher for the Allen County Community Corrections Department, responsible for dispatching police officers and monitoring 500 + high risk offenders on home detention. Determines priority and appropriate response for situations that arise, then dispatches and monitors field officers if necessary.I.DUTIESMonitors and maintains electronic monitoring system for Home Detention participants on a daily basis; responds to alerts and schedule changes on a timely basis.Operates a complex computer aided dispatch system and radio console.Maintains constant radio communication with field officers and other staff; uses professional and approved codes and languageDispatches and monitors the status of field officers, crew supervisors and other staff.Operates Law Enforcement computer system to process computerized information and distributes information to proper officers.Establishes and maintains effective working relationship with co-workers, other public safety agencies and the general public.Records all client contact in computerized data base logs.Assigns and attaches electronic monitoring device to participants.Monitors all reporting in by clients on a daily basis; records all class attendance in computer data bases; reviews and supervises all daily itineraries of clients.Receives and forwards messages by telephone and in person for counselors.Enters all data into on-line computer on intake interview and subsequent daily visits of all clients into specific dedicated data bases; periodically verifies all data for accuracy.Prepares violations as pertaining to electronic surveillance, communications, pass requests/verifications and program non-compliance.Prepares all necessary weekly and special reports as needed.Attends all staff meetings and training as required.Monitors entry doors and all building security cameras.Monitors computerized paging system; notifies appropriate staff of escapes, arrests, terminations and emergency situationsPerforms related duties as assigned and/or required by law.II.JOB REQUIREMENTS
Bachelors degree from an accredited college or university in Social Sciences, Criminal Justice and/or equivalent combination of education and work experience; prior related experience preferred.Complete knowledge of standard policies and practices of Allen County legal process, with ability to effectively apply and enforce applicable policies and procedures, complete required case reports, make recommendations, and apply and adapt procedures as cases demand.Ability to effectively work and communicate (orally and in writing) with professional and non-professional co-workers, advisory board members, officials from various governmental and social service agencies; contractual personnel; police communications personnel; program participants and their families, and members of the general public.Ability to obtain and maintain NCIC/IDACS certification.Ability to enter and maintain accurate information into various computer data bases and complex electronic monitoring systems.Ability to maintain strict confidentiality of all Department records and information.Ability to type with speed and accuracy, 30 WPM preferred. Keyboarding test may be required.III.DIFFICULTY OF WORKIncumbent must perform various communication job duties at the same time, while exercising judgment of priority setting. Incumbent’s work involves both general and individual circumstances, often requiring careful consideration of unique situations and alternatives.IV.RESPONSIBILITYIncumbent is responsible for specific communications/dispatch duties and resolving problems and maintaining safety of staff and other participants. Objectives are generally known with highly unusual and /or sensitive situations discussed with the Systems Administrator or Executive Management Team. Work is reviewed for soundness of judgment, attainment of objectives, compliance with applicable laws and guidelines, and continuing effectiveness and quality of assigned operations.V.PERSONAL WORK RELATIONSHIPSIncumbent maintains frequent communication with program personnel and participants, officials from various governmental, law enforcement and social service agencies, families, employers, and members of the general public for a wide variety of purposes, including making referrals, assessing, monitoring and evaluating participants, requesting and providing information, assuring compliance with applicable regulations and legal requirements, and resolving problems.Reports directly to the Systems Administrator.VI.PHYSICAL EFFORT AND WORK ENVIRONMENTIncumbent works with potentially dangerous, violent, and abusive program participants.
