Development Manager - Dallas
This position involves execution of pre-development and development activities for residential/mixed-use development projects. The Development Manager shall, identify and assess potential development sites, and create viable development programs, conceptual designs, project budgets, and schedules. The position is also responsible for project execution and delivery, acting as the owner representative during the construction period. Project Management Monitor/control construction through administrative direction of on-site Superintendent to ensure project is built on schedule and within budget. Coordinate the preparation of the schedule and long term planning. Evaluate construction progress and team performance to ensure projects are built on schedule and within budget. Review, approve and execute all project contracts and purchase orders for compliance with corporate policies and objectives. Participate in Design Development providing the necessary liaison, when required, between preconstruction department and the owner. Manage financial aspects of contracts to protect client and company interests: review and approve budgets, cost reports, owners reports, fee payment, rental equipment, income, expenses, etc. Perform the final review of internal items such as Cost Analysis Worksheets, Monthly Billing to Owner, Master Cost Breakdown, General Conditions Estimate, Labor Cost Report, and Monthly Reports. Represent the company in project meetings. Market Research and Program Development Conduct market analysis to determine product demand and market competition (existing and planned). Analyze design, features, amenities, and marketing strategy of competitive projects. Assist with designing unit plans, unit mix, and amenities to competitively position projects for financial success. Assist with developing viable development programs including product type, unit mix, amenities, rental/sales pricing, and marketing strategy. Assist with preparing market and program summaries for Investment Committee review. Site Analysis and Acquisition Assist in all facets of Land Acquisition and contract negotiation. Perform site analysis/evaluations, including: - Surveys, deeds, and plats - Topographic surveys - Phase I/II Environmental Assessments - Wetlands, stream buffers, and other environmental constraints - Geotechnical studies - Evaluate site logistical issues that could impact development cost - Utility availability and costs associated with providing services Research and assess current zoning and entitlements. Research development specific building code requirements. Determine all items required for development approvals. Coordinate zoning and site plan approvals. Design, Budgeting, and Scheduling Research and recommend architects, engineering consultants, surveyors, geotechnical consultants, and contractors for consideration. Work with land planners to establish optimum site layout. Facilitate architects, engineers, and D&C in schematic design, design development, and permit/construction documents. Schedule and attend pre-development meetings with local authorities to discuss concept and design of projects. Prepare initial development cost analysis including permitting cost, impact fees, site development, construction cost, start-up costs, and management expenses. Research applicable sales tax, use tax, property taxes (during and after construction), and available governmental assistance programs. Assist with preparation of project pro formas. Prepare pre-development and development schedules. Other Assist in developing pricing information during pre-development phase. Write contract abstracts and due diligence reports. Assist Finance Group with preparation of project offering and investor packages. Reporting Relationships: This position reports to the Vice President of Development. External Interfaces with: Design and Engineering Professionals General Contractors Local authorities Real Estate Brokers Attorneys Potential clients Potential debt and equity investors Buyers and Sales Agents Authority: The Development Manager has the authority, within the policies and procedures of Place Properties, to direct all aspects of the projects assigned.
REQUIREMENTS

Education/Experience and Technical Requirements: Degree in Real Estate, Architecture, Engineering, Construction, or Landscape Architecture from a recognized 4-year college or university. Minimum of 5 years experience in the development of multi-family, condominium, mixed-use, or retail developments. Experience in Project Management with multiple, simultaneous projects. High degree of proficiency in MS Word, Excel, PowerPoint, and Project. Good writing and editing skills.
