Customer Liaison - Systems Engineer

Job Description: Senior Systems Engineer for the Headquarters Army Information Management Center (HQDA IMCEN) Requirements, Analysis and Design (RAD) Branch.
Serve as Action Officer for migration of new customers into existing organizational structure.
Analyzes HQDA requirements for IT support, develops alternative designs, and recommends the solution that optimizes engineering, information assurance, management, and cost parameters.
Analyzes business processes, and develops plans for re-engineering and replacing legacy systems to improve customer productivity, enhance maintainability, and reduce cost.
Develops policies and procedures to improve effectiveness and efficiency of HQDA Enterprise Network management and use.
Conducts test and evaluation of hardware and software being considered for HQDA implementation. Develops test plans, procedures, and test reports for review and approval by IMCEN management.
Prepares engineering designs for HQDA IT systems and networks. Prepares bills of materials, facility designs, and vendor ordering documents to support overall project implementation. Develops and implements detailed installation plans for these projects.
Conducts test and analysis of information assurance characteristics of IT systems. Prepares system accreditation packages for review and approval by information assurance authorities.
Supports the diagnosis and resolution of IT problems and trouble reports for HQDA end users.
Prepares and presents training information to HQDA technical and user personnel.
Prepares and presents briefings, papers, and reports documenting the results of all engineering support activities. Interfaces with user, technical, and management personnel on a daily basis.Background and Experience: (including education, skills, work activities)
Bachelors Degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
Excellent communication skills, both oral and written.
Full knowledge of all processes involved in IT systems engineering, including requirements definition, analysis, design, implementation, test, and support of hardware, software, networks, security, and life-cycle support.
MCSE Windows 2000. Experience in supporting large organizations (3000+ users) with Windows 2000, Exchange 2000, Office 2000 and associated life cycle support tools such as SMS.
Experience in the analysis, design, implementation and support of large, complex, inter-networked systems, including knowledge of cabling, hubs, routers, switches, gateways, modems, TCP/IP, ATM, ISDN, and the public telephone network.
This position may require flexible hours.(b) Desired: MS in an IT-related field.
Experience supporting large Federal Government agencies, especially DoD and the Army.
Experience with information protection technology especially PKI and smart cards.
