University Capital Project Manager

Serves as the responsible party to develop and manage major capital outlay programs and
projects. Manages the planning/design of assigned projects including project
investigation, space needs programming, capital project documentation, procedures
compliance, budget development & management, schedule development and tracking,
management of consultants, interface with facility users, and other functions in
accordance with established JMU policies. Administers projects to ensure compliance
with building & life safety codes, the requirements of the "Construction and Professional
Services Manual for Agencies", state regulations, and other relevant regulations.
Monitors and manages assigned projects on schedule and within budget, as approved by
the University administration and BCOM. Successfully manages the construction and
closeout activities of major capital outlay programs and projects. Serves as program
manager of multiple concurrent assigned projects during construction and lends support
to the Director of OFP&C in dealing with design issues, change order
justifications/approvals, and scheduling.
Provides administration of the internal and external review of design and construction
documents during the course of major capital programs and projects. Provides
professional review of project documents as related to issues regulated by professional
licensure. Initiates and coordinates reviews of documents during design and construction
document phases to ensure compliance with University guidelines, to minimize conflicts,
and to adjudge appropriateness of solutions to programmatic, aesthetic, and functional
criteria. Ensures that reviews are made in a timely manner by all applicable University,
state, and local entities. Initiates and manages responses, revisions, and corrections by the
A/E to all review comments.
Serves as the contact and control point for assigned projects and as liaison between
the Director of Facilities Planning & Construction and the project. In relation to
assigned projects as opposed to establishment of policy or procedures, serves as a
point of contact for Building Committees, professional consultants, University
staff, and state agencies.
Required: Ability to quickly become proficient in Bureau of Capital
Outlay processes and policies. Architectural license in the
Commonwealth of Virginia is required, or the ability to
obtain such license within 6 months of employment.
