Resource and Operations Manager
The position is responsible for the overall management of our Southern Yellow Pine Operations, based at DeQueen, Arkansas. The position has responsibility for raw material procurement including whitewood acquisition, wood pole peeling operations, treating operations, shipping and the management of all personnel facilities and assets associated with DeQueen Wood preservation and its supporting whitewood production facilities and related activities.
Position Scope
The position is responsible for "activating" the DeQueen Treating plant including hiring of all staff and hourly employees, managing the "activation" capital budget, supervising the contractors selected to activate the plant, developing and implementing pole procurement strategies that will cost effectively produce approximately 120,000 Southern Yellow Pine poles per year. Dimension of the position include:

Reporting Relationships
The position reports to the VP of Resource and Operations. Supervises DeQueen Wood preserving plant supervisors, forestry personnel, and all the other employees reporting to the DeQueen Wood preserving organization.
Interacts regularly with Resource and Operations manager Electric MIlls, Round products Product manager and Sales personnel, Director of Environmental Services, Accounting, human Resources and other corporate personnel.
REQUIREMENTS
Primary Responsibilities (not necessarily in order of priority)
1. Resource & Operations Manager of DeQueen Wood
Preserving
Resource & Operations manager has responsibility for top- of-mind awareness of all matters impacting the successful
operation of the facilites. This includes the cost of all
operations, staffing matters, raw material cost issues,
product quality and the relationship of all of the above
to gross profit and other profitability measures.
2. Activation of the DeQueen Plant
Manages all aspects of "activating" the DeQueen Treating
Plant operation including hiring of staff and hourly
employees, management of the capital budget and supervision
of all construction activities.
3. Raw Material Procurement and Production
Supervises forestry staff responsible for supplying the
raw material required to meet order requirements at the
DeQueen Wood Preserving facility. Shows individual initia-
tive and motivates employees to develop new and creative
ways to acquire and process wood fiber to reduce DeQueen
Wood Preserving's cost of raw material and peeled wood
and ensure product quality.
4. Peeling Facilities
Manages the wood pole peeling facility located at DeQueen.
Responsible for all yield, mix, cost, quality, and related
management oversight issues.
5. Treating Facility
Is responsible for the successful operation of the treating
facility, including all environmental compliance matters
and product quality.
6. Environmental
Has responsibility for ensuring DeQueen Wood Preserving's
ongoing compliance with environmental regulations. Works
closely and communicates with the Manager of Technical and
Environmental Services to ensure that all corporate
policies regarding compliance are successfully
imlemented and maintained.
7. Production Inventory Control
Establishes stump-to-end transporation plans regarding the
efficient flow of materials through the DeQueen Wood Preserving system to meet customer orders and approved inventory
levels. Maintains and communicates to responsible
parties, forecasts, schedules, and other planning docu-
ments required to manage the mix of raw material being pro-
duced and its integration with peeling, framing, drying,
treating and shipping schedules. Has overall respons-
ibility for third party whitewood acquisition and white-
wood and by-product sales.
8. Cost Accounting
Has responsibility to ensure that the facility is prop-
erly reporting cost data to the McFarland Cascade corpor-
ate accounting group and that the monthly data published
by the corporation for the facility is accurate and
correct, based on the data supplied. has responsibility
for initiating corrective action for negative variance
cost issues and identifying cost reduction opportunities.
Ensures that a formal cost reduction program is in place,
pursued and reported on a timely basis.
9. Employee Supervision and Motivation
In conjunction with human Resources Director, establishes
programs to ensure proper staffing and consistent super-
vision and training of employees, employee communication
programs and monitors employee productivity.
10. Inventory and Plant Security
Has responsibility for implementation of all corporate
inventory policies and procedures and is responsible for
all inventory count variances and plant security considerations
11. Safety
Establishes and maintains a safety program to ensure that
our work place meets our corporate standards for our
employees' safety.
12. Maintenance
Establishes and monitors maintenance programs to ensure all
equipment, infrastructure, and facilities are maintained
per corporate maintenance policies.
13. Community Relationships/Community and Supply
Relationships
Has responsibility to maintain quality relationships with
key community leaders and suppliers. Represents the
Company, as requested, at trade association meetings and
with key customers.
