Accenture’s Services workforce is a dedicated team of people who work on outsourcing engagements. These are long-term partnerships with clients for whom we manage and provide increasingly specialized business operations, such as finance and accounting, IT, applications development and maintenance, help desk services, and HR. We not only maintain key business functions for clients, we constantly seek to improve them to help our clients move ahead of the competition.
The Services workforce is made up of four groups: Client Operations, Project Based, Delivery Centers and BPO Businesses. Most of our people in Services are based long-term at a client location, an Accenture Delivery Center or, in some cases, an Accenture office.
The Manpower Specialist will provide support to strategic workforce planning initiatives, including research, surveys, analysis and forecasting.
The responsibilities of this position include:
•Draft budget justifications on manpower resources over the Future Years Defense Program (FYDP)•Recommend position changes and moves of positions based on client's policy•Maintain client's manpower system, documentation and reports, and data integrity of the manpower positions•Work with the military services to provide data and to request information where required•Work closely with the Strategic Workforce Planning Team to ensure out-year documentation of occupations, skills, and other relevant information is accurate and in support of the workforce plan•Work with the client's organizations to train, educate, and support their manpower requirements•Work with client's financial management team closely to ensure work-year distribution and hiring is in line with the client’s goalsCandidates who are currently employed by a client of Accenture or an affiliated Accenture business may not be eligible for consideration.

REQUIREMENTS
Qualifications•Must possess a Top Secret/SCI clearance
•One year experience in one of the following: public sector budgeting (PSB) requirements and related programs; pay band structure or pay compensation processes.•One year of manpower employment planning
Nice to Have Experience:
•Familiar with Programming and Budgeting of manpower resources as they relate to the POM/IPBS and budget documents in order to prepare budget exhibits, Program Objective Memorandum (POM) or Intelligence Program Budget Submission (IPBS)
•Experience in the Intel or Dept of Defense community
• Experience with military manpower functions including: managing/maintaining position documentation, and working with respective service military manpower offices and OSD oversight organizations; relationship of budgeted to non-budgeted positions
•Ability to interact and communicate with clients
•Able to analyze data and develop reports
•Ability to conduct work planning and prioritization of resources
