Deloitte Consulting's growing state and local public sector practice is seeking Senior Managers, Managers, Senior Consultants and Consultants.  Experience in any one of the following segments is preferred:  Health and Human Services, including, Child Support, Child Welfare, Child Care, Medicare, Medicaid and HIPAA. Unemployment Insurance,  Tax and Revenue Systems, Worker's Compensation and Workforce Development Solutions, Criminal Justice, Homeland Security, and Transportation.
 
Unemployment Insurance Systems
Deloitte's Unemployment Insurance Practice helps
states build and implement systems to improve the management and efficiency of unemployment insurance benefits, workforce development efforts, job placement, training and unemployment insurance tax systems.  By providing soup-to-nuts solutions, Deloitte helps agencies better track and manage claims filed, claims payments, judical appeals processes, employer contributions, external adjudication, benefit payments, federal reporting, etc.We are looking for individuals with a minimum of two years experience working on Unemployment Insurance projects with requisite consulting skills.
 
Consultants (2+ years) Senior Consultants (4+ years) and Managers (6+ years)  
 
- Business process analysis, mapping, and design
- Requirements analysis, meeting with business owners, and performing current state system analysis
- Conceptual and technical designs, including the use of object-oriented analysis and design techniques
- Testing experience - System, Integration, and
Performance
- Conversion experience - requirements, design, development, and execution
- Application architecture experience with J2EE or .NET
- SOA (Service Oriented Architecture) and/or RUP (Rational Unified Process)
- Experience facilitating requirements sessions.
- Strong analytic skills
- A solid understanding of all phases of the software development lifecycle. 
- Understanding of operations of government agencies and public policies specifically at the state and local level.
- Excellent written and oral communication skills.
- Proven experience in team environments. 
- Willingness to work in a fast paced and collaborative environment.
- A willingness to travel nationally to client locations.
Bachelor's Degree required.
