Sr. Contracts Advisor (Administrator)

No.: TOSCON08Duties/Responsibilities:L3 Communications, Titan Linguist Operations and Technical Support Division (LOTSD) is seeking a Sr. Contracts Administrator with strong analytical and pricing skills for its Reston, Virginia operation. The ideal candidate will have 5-7 years experience in cradle to grave management of Federal Government contracts, subcontracts, teaming agreements, NDAs, consulting agreements and other contractual agreements, including cost proposal preparation, analysis of contract profitability, closeout and regulatory compliance. Detailed knowledge of FAR, DFAR, CAS and related agency implementing regulations are required. Hands on experience with all types of contracts, including Cost-Reimbursable, Fixed Price, Time and Materials, and Labor Hour contracts/subcontracts are also required. Duties include:
Serves as the point of contact for Government Contracting Officers, auditors and internal management.
Analyzing RFPs or similar government solicitations and providing input to proposal teams and senior management.
Identifying and reporting potential conflict of interest conditions.
Negotiating flowdown terms and conditions with subcontractors.
Preparation of the complete cost volume, including development of complex spreadsheets and pricing models for multi-year procurements with multiple-tiered contractual arrangements.
Monitoring contract execution against plan and funding, and preparing timely status reports.
Negotiating/administering contracts and various contracting agreements.
Documenting financial and contractual risks and key contract terms and providing recommendations to Director of Contracts.Education and Experience Requirements:In addition to the above, candidate must possess a Bachelors degree and 3-5 years of hands-on pricing experience in the Federal sector (preferably with IT services companies), and administration/management of complex multi-million dollar contracts/subcontracts.
