Job Posting - Recruiting ManagerTrader Publishing Company, the photo guide/classified publication industry leader in the US (www.traderonline.com) has an immediate opening for a Recruiting Manager in our Norfolk, Virginia office. The Recruiting Manager’s primary responsibility is strategic development and management of Company recruiting programs. This person will hire, manage and train employees - including staff at a supervisory level and remote staff. The Recruiting Manager works closely with hiring managers as clients. This position will require some travel. The Recruiting Manager will create and manage a budget, including review of financial reports and expense reporting.Major Areas of ResponsibilityManagement RecruitingManager will be personally involved in recruiting (post jobs, conduct phone screens and refer applicants to hiring managers) and also manage Recruiters. Establish contact with passive candidates, in addition to applicants. Maintain internal resume database.Staffing/Contingent ProgramsAdminister contingent staffing for the corporate office in Norfolk. Monitor use of temporary staff; insure that Company policies are followed; facilitate entire staffing procurement process through central vendor management and negotiation of bill rates.Special ProjectsAdminister online job-posting programs and manage vendors. Monitor and improve online tools, including Applicant Tracking System. Update corporate Intranet with information on job-posting tools, vendor discount programs, Company policies and best practices.College RecruitingManager will be involved in campus recruiting, to develop undergraduate and business school talent. Assist hiring managers to identify key talent, expand campus recruiting and address needs for undergraduate and MBA hiring programs.Essential Duties (other duties may be assigned):Develop staff to work effectively with vendors, hiring managers and temporary employees
Develop staff to competently interview and screen candidates for employment
Take initiative to identify talent and serve hiring managers’ needs
Support and enhance Field recruitment programs
Direct negotiation with local and national recruitment vendors
Select software to support mission; train and develop staff in use and maintenance of software
Counsel hiring managers on best practices and Company policy
Create weekly and regular reports for senior management regarding department activityOtherMinimum 8-10 years Recruiting experience, with 5 years managing staff
Must demonstrate strong written communication skill (grammar and spelling)
Must be comfortable in a customer service role, especially via phone and e-mail
Utilize Microsoft programs such as Excel, Word and PowerPoint with high level of proficiency
