Serves as a Senior Consultant for the Federal E-Government Solutions Practice. Serves as part of the sub-team that provides IT Capital Planning and IT Business Case Development support to Chief Information Officers, IT Management staff, IT Budget staff and Project Managers across the Federal Government.DUTIES:
Leads IT Capital Planning and IT Business Case tasks for internal clients, develops and maintains task schedule, assists in project planning and control processes, manages external client relations, serves as subject matter expert for project team, leads the development of task deliverables, coordinates team members or works independently to complete tasks.

Understands, interprets, analyzes, and provides recommendations as subject matter expert to clients regarding compliance with OMB Circular A-11 (Preparation, Execution, and Submission of Budget), OMB Circular A-130 (Management of Federal Information Resources), OMB Circular A-94 (Guidelines and Discount Rates for Benefit-Cost Analysis of Federal Programs) as well as other legislation related to information technology management such as OMB 300/53 submissions.

Delivers a wide range of information management services to clients including, strategic planning, portfolio management, enterprise architecture development and oversight, project management, business case development and capital planning. Possesses subject matter expertise in one or more of these disciplines.

Provides functional support for Capital Planning software by providing subject matter expertise to the product development team as well as developing and delivering product training to clients.

Implemented ProSight Portfolios (5.0 or 6.0) to include defining and configuring Forms, Scorecards, and Investor Maps.CANDIDATE REQUIREMENTS

4-6 years experience of Federal Budgeting Practices
Understanding of Federal Accounting Practices

4-6 years of experience of Federal Enterprise Architecture

Understanding of Federal IT Management

PMP Certification is preferred, but not required.

United States Citizenship -Current Security Clearance or ability to obtain Security Clearance

MS, MBA, or MIS degree from accredited college or university

5-10 years of work experience

Prior years of experience working with the Federal Government as an employee or consultant
