Contract Specialist

This position’s responsibilities include: This position performs work in a state office responsible for the procurement of information technology goods and services for a variety of state agencies. The position is responsible for the development and issuance of solicitation documents, contracts, and purchase orders to acquire equipment, supplies, and services on behalf of State agencies and institutions. Contracts are awarded in compliance with North Carolina state procurement laws and with the policies and procedures established by the Office of Information Technology Services. The individual must be familiar with all aspects of public contracting including development of specifications and statements of work, standard contract terms and conditions, competitive bidding (single and multi-step), RFP development and evaluation, and contract negotiations.
REQUIREMENTS
Individual must possess outstanding written and verbal communication skills, including creative writing skills. Above average technical analysis skill and attention to detail is required. Familiarity with and ability to interpret, explain, and comply with government procurement statutes is necessary. Must be able to conduct and participate in training of state agency personnel in IT procurement processes. Familiarity with IT equipment and services is desired. Individual must possess and maintain a positive customer service attitude toward suppliers and agency personnel. Prefer individual with nationally recognized professional purchasing certification. Acceptable certifications include include the National Institute of Governmental Purchasing (CPPB, CPPO) or the National Association of Purchasing Management (APP, CPM).Graduation from a four-year college or university with a degree in business administration, marketing, engineering, economics, or a closely related field and four years of experience in large scale purchasing, including the preparation of bid specifications and evaluations and administration of procurement agreements involving multiple users and vendors; or a four-year degree in a field related to the assigned commodities and four years of experience in that field such that would allow for recognition as a competent authority; or an equivalent combination of training and experience.
