Business Process Analyst
Participate in a multi-year effort to evaluate and re-engineer federal law enforcement and counter terrorism case management, document & records management, and information sharing processes and technology. The primary focus of this position will be the technology component, but thorough understanding of business objectives and processes is required. Evaluate technical and user-oriented documentation and work closely with clients to understand and document "as-is" business processes and information systems. Work with clients and subject matter and technology experts to evaluate the current workflow and identify improvements. Define optimal "to-be" business processes and supporting information systems. Perform gap analyses between "as-is" and "to-be" and define process and technology roadmap to evolve from as-is to to-be processes and systems. Assist in the development of requirements to reflect the capabilities of the system supporting the new business process Monitor design, development, test, and deployment activities to ensure that work products successfully implement the to-be technology and processes. Document shortfalls and recommend corrective action. Required Skills: Experience in federal law enforcement and/or counterterrorism domain. Experience with processes and technology associated with case management, document and records management, and/or information sharing. Experience in the business process re-engineering discipline. The ability to learn and document "as-is" processes and information systems. Ability to work with stakeholders to define and model optimal "to-be" processes and information systems. Ability to oversee effective migration from "as-is" to "to-be" processes and information systems. Proven track record of effective interaction with stakeholders including clients, technologists, and senior management. Effectively communicate both verbally and in writing. Desired Skills: Extensive experience in federal law enforcement and/or counterterrorism domain including expertise in processes and technology associated with case management, document and records management, and/or information sharing. Technical and/or user experience with existing (legacy) federal law enforcement information systems and procedures associated with case management, document and records management, and/or information sharing. Experience with process re-engineering tools (e.g. Metastorm E-work Vision) and system modeling tools (e.g. Telelogic System Architect) Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.

Exp in BPR activities, Proven stakeholder interaction, Fed Law Enforcement/CT Domain, Effective Communicator
