POSITION DESCRIPTION

Title: Subcontracts Administrator (Prequalification Specialist)

Reports To: Contracts Manager

SUMMARY Assists Contracts Manager in identification, prequalification, and vetting of potential bidders. Establishes Long List of Bidders and conducts further investigation, including arranging visits to company offices and/or jobsites to ultimately produce Short List of fully capable and qualified Bidders for each Subcontract work package to be tendered.

JOB DIMENSIONS 1. Supervision Received ? Reports to and receives direction from the Contracts Manager

2. Supervision Exercised ? Supervises administrative assistant

3. Contacts ? Maintains internal contacts with intra-departmental Managers for vetting of Bidder data in their field of expertise

PRINCIPAL RESPONSIBILITIES 1. Develop and maintain database of prospective Bidders 2. Mail out and receive Prequalification Data and maintain log 3. Participate and prepare minutes of meetings with prospective Bidders and Vendors. 4. Check Bidder references 5. Develop Long List with reasons for selections / rejections 6. Establish scoring methodology for Prequalification Data 7. Establish weighted ranking system 8. Develop Short List with reasons for selections / rejections 9. Assist in Tender Package development as time permits
REQUIREMENTS
QUALIFICATIONS 1. Excellent fluency in written and spoken English 2. Excellent computer skills, including a high degree of proficiency in MS Word, Excel, Dbase, and Power Point. 3. Excellent analytical skills 4. Five years experience in Purchasing and/or Contracts Administration (preferable Commercial as opposed to Federal Contracts) (preferably on Heavy Civil projects) 5. Previous experience in sales and/or public relations is a PLUS 6. Bachelors Degree
