Outside Plant Administrator

The Outside Plant Administrator is responsible for the supervision, oversight, and improvement of the permitting and rights-of-way processes and procedures. This includes all aspects of pole attachment/conduit rental permitting, governmental/regulatory permitting, rights of way acquisition, and engineering route documentation for fiber optic cable installations, shelter installations, and wireless tower/antenna installations in support of Allegheny Energy’s unregulated telecommunications business (Allegheny Communications Connect).Principle Duties:
Actively administers and promotes the Allegheny Power Safety Philosophy and programs, and ensures employees adhere
to all safety rules and regulations. Actively promotes the core values of Allegheny Energy, and actively participates in setting and accomplishing the goals of the ACC group.Prepares plans, cost estimates and work authorizations for new construction and rehabilitation projects and acquires
overhead and underground rights-of-way and pole attachment permits. Facilitates effective execution of work via
response to new work requests for work and design of jobs according to engineering standards.Surveys routes for new overhead and underground distribution facilities.Coordinates pole relations, replacements, and transfers of facilities.Acquires permits and regulatory approval with outside agencies.Acquires and manages rights-of-way and pole attachment permits.Negotiates, interprets, and administers Pole Attachment and Conduit Agreements.Facilitates the land lease acquisition process of shelter and wireless tower/antenna installations.Coordinates progress of make-ready-work construction activities with other facility owners to expedite construction
activities.Prepares specifications and contracts, evaluates bids, and manages outside consulting engineering firms providing
surveying and right-of-way acquisition services.Supervises and coordinates the entry of outside plant field engineering and construction data into Access/Oracle pole
databases.Functions as project manager for ACC fiber construction projects.Other similar duties as assigned.Performs, reviews, and monitors control activities defined for this position.
REQUIREMENTS
Associates Degree in Electrical Engineering Technology required; other 2 year technical degrees will be considered
Two years experience in permitting and rights-of-way acquisition is desired.Proficiency with Microsoft Office products.Experience with AutoCAD and MapInfo is desired.Must have a valid motor vehicle operator's license.Must be available for occasional overnight travel.
