Pre- Construction Manager director of Estimating

POSITION DESCRIPTION Job Purpose: This position provides estimating oversight to assure that all assigned estimates are complete and accurate. This position provides estimating skill, historical perspective and knowledge of current marketplace factors to support the pricing of specific projects. These assigned projects may include early conceptual budget estimates based on limited information, competitive bids based on complete plans and specifications, template estimates based on design-build documents and historical costs, the review and approval of final contract estimates produced by others as well as the review, critique and value engineering of design documents, both preliminary and final. ESSENTIAL JOB RESULTS Maintains Historical Cost Information by: • Reviewing job cost reports on current and completed projects • Reviewing contract proposal estimates • Making note of changes to the tenant’s proto-typical plans and specs • Collecting unit price information from subcontractor proposals Maintains Awareness of Current Marketplace Factors by: • Staying abreast of industry news through ENR and similar publications • Watching for trends in the pricing of repetitive projects • Talking to resources local to the project site to glean information on applicable unit prices, material shortages and union activity Produces Preliminary Budget Estimates by: • Collecting all the information available including proto-typical building plans, SIR’s, geotech reports, ALTA surveys, preliminary civil and/or architectural design information and other information gathered from the owner/developer/tenant • Performing quantity take-offs as appropriate utilizing all available information. • Applying historical cost information and marketplace knowledge to establish appropriate unit prices • Soliciting pricing from local subcontractors, as appropriate, to validate and substantiate the estimate • Considering future inflation trends and the quality of the information gathered in the establishment of the appropriate contingency to apply to the final estimate • Compiling all of the information and pricing received into an appropriate estimate template • Reviewing the preliminary estimate with the Director of Preconstruction to discuss the assumptions made and contingencies applied • Presenting the preliminary estimate in the appropriate format, often a developer cost worksheet, with a clear indication of the quality of information received, the level of accuracy of the pricing provided, a specific time limit for the use of this pricing and appropriate cautions for any “problems” discovered in the preparation of this pricing Provides Updated Pricing, Value Engineering and Constructability Reviews During the Design Process by: • Reviewing preliminary, intermediate and final design documents for cost impact • Advising the Design Manager of issues, problems, possible savings and concerns • Assisting the Design Manager in advising the owner/developer/tenant of issues, problems, possible savings and concerns • Consulting with project managers and superintendents experienced in this type of project in order to bring actual field experience back into the design Provides Template Estimates for Use in Soliciting Competitive Sub Pricing by: • Maintaining template estimates for repetitive proto-typical buildings • Updating those template estimates to reflect anticipated sub pricing in the specific locality of the project • Customizing the template estimate to include all of the items of work specific to the project in question • Participating in the turn over meeting to the project manager to lend insight to both the project and the specific locality, and to relate any previous communication with subcontractors on the project • Advising the person soliciting for sub bids, usually the project manager, of any areas that may need special attention or scope clarification Reviews and Approves Contract Estimates by: • Reviewing the subcontractor proposals received to help insure that the scope of work is clear and complete and that there are no gaps or overlaps between trades • Reviewing items of work that are priced internally, either by unit price, historical costs or WAGS to insure that appropriate sums have been included in the estimate • Reviewing the general conditions estimate to insure that all of ’s standard costs have been adequately covered • Reviewing the mark-ups: sales tax, labor burden, overhead, profit and contingency to insure that they have been adequately accounted for • Reviewing the overall estimate to insure all items are appropriately accounted for and that the excel spreadsheet logic is correct and functional • Reviewing the listed allowances, exclusions and qualifications to insure that they are correctly stated and adequately protect from unnecessary risk • Providing a report card on the estimate to be distributed to the Director of Preconstruction, the Director of Construction and the President comparing the final estimate to the template estimate and noting the number of quotes solicited as well as the number of quotes received on each item of work, comments concerning the competitiveness of the individual quotes received, suggestions for improving the pricing, and making special note of any areas observed to be high risk, as well as listing the allowances and qualifications to be included in the final proposal • Preparing proper documentation to demonstrate to the owner/developer/tenant the cause of any significant variances between the preliminary estimate and the final contract pricing including additions to the proto-typical plans and specs, site specific changes, scope creep and inflation • Presenting the information in a format understandable to the owner/developer/tenant, often a developer cost worksheet Produces Complete Competitive Bids on Selected Plan & Spec Projects by: • Developing strategies to help insure that is the successful bidder • Soliciting subcontractor and materials pricing through whatever means are available • Distributing bid documents through whatever means are available • Performing quantity take-offs and pricing • Compiling the information into ’s standard estimate format • Having the estimate reviewed by the Director of Preconstruction • Managing the bid day activities of harvesting, analyzing and compiling the sub bids • Producing the final bid • Managing the proper and timely delivery of the bid including any breakdowns requested by the owner/developer/tenant • Providing a post bid review to identify any possible errors or omissions or improvements to be implemented on future bids • Leading or assisting in presentations to the owner/developer/tenant Acts as a Resource to Project Managers by: • Providing a second opinion or a second set of eyes in the analysis of sub bids and subsequent negotiations • Providing support in the calculation, verification and submission of change orders • Providing support in the interpretation of plans and specs • Managing or assisting in the solicitation of sub bids on assigned projects Maintains Outside Relationships by: Representing the company in meetings with the owner, architect, engineer, subcontractor, suppliers and others in a manner that enhances the reputation of the company Maintaining on-going relationships with others in the trade to enhance ’s reputation in the marketplace Assures High Standards of Quality by: • Working with the Director of Preconstruction to develop standards for the estimating functions within • Insuring that the standards developed are followed Contributes to the Team Effort by: Being involved in company sponsored employee activities Working closely with all departments within the company Working in the capacity of Design Manager or Pre-Construction Manager on selected projects Maintains Professional and Technical Knowledge by: Establishing personal networks Reviewing publications and product data Keeping up with latest state of the art practices Job Atmosphere Indoors and outdoors, business casual attire, mostly in an office environment with limited travel to project sites and client’s offices. Occasional overtime and weekend work may be required. Reports to the Director of Preconstruction. Construction Admin is also needed.
REQUIREMENTS
Candidate must have 3 to 10 years experience of estimating and residential construction multi family apartment or condos. Apartment Construction. Field Superintendent experience is a plus. Digitizer Excell Act Tech
