The purpose of this position is to manage the construction and installation of capital projects for the growth and operation of a 16,000-mile natural gas pipeline system.

Environmental, gas control, technical services, procurement and regulatory staffPrimary Job Duties and Responsibilities (Essential Job Functions):
Develop and manage construction plans for capital projects to ensure the project meets safety, environmental, business, quality, budget and in-service objectives.Coordinate with the project managers to ensure construction objectives and requirements are incorporated into project planning and estimating efforts.Work with all project team members including engineering, design, materials, right of way, environmental, field operations, regulatory affairs, pipeline integrity, facility records, finance and accounting, marketing and administration to ensure the construction efforts meet the requirements of other team members and other resources are defined and provided timely and appropriately to assigned projects.Ensure that constructed projects comply with applicable industry standards and codes and company engineering standards.Prepare construction contract documents including scope of work, payment provisions, specifications and any special provisions. Coordinate the selection of bidders with contract administration and bid and award construction and inspection work in accordance with company policies and procedures.Establish inspection plan for each project to ensure the quality control, safety and environmental objectives of the project are achieved. Ensure required documentation is prepared, maintained and submitted to facility records for each project.Ensure communication is effectively maintained with project team, project sponsors, project control, facility owners and operators.Identify and implement best practices.Participate in the development of the corporate and departmental business plans.Provide technical input to assist in development of project planning.Perform any additional responsibilities as requested or assigned.

Leadership of construction and inspection is demonstrated through setting and achieving project safety, environmental and quality goals and objectives, communication and support of corporate and departmental goals and objectives, encouragement of teamwork within engineering and construction and high personal integrity.Perform responsibilities in support of the department and the company goals; perform responsibilities as directed within determined time frames with demonstrated technical competence and with a high degree of accuracy.Establish and maintain effective work relationships within the department and the company.Maintain the professional competence, knowledge and skills necessary to effectively complete responsibilities; enhance job knowledge and abilities by taking personal responsibility for professional development and training.Develop accurate project construction and inspection budgets based on departmental and business unit plans; control project expenditures within budgeted levels to support those plans.Maintain sensitive and confidential information regarding company information.Attend work on a regular basis and support the company’s employee policies and procedures, including workplace safety rules.
REQUIREMENTS
Bachelor’s degree in engineering, construction management, construction science or related field or equivalent work experience. (Typically eight years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor’s degree.)Five to eight years experience in construction of natural gas pipeline facilities including experience in field management of construction activities.Excellent oral and written communication skills, including presentation skills.Effective interpersonal skills and leadership abilities.Effective analytical, problem-solving and decision-making skills.Ability to prioritize and handle multiple issues and projects concurrently.Must be willing to accommodate extensive travel.
