Capital Projects Manager
Currently, the Marina Coast Water District is actively engaged in the conversion of the former Fort Ord military base into a vibrant community, including approximately 6,000 new homes and several hundred thousand square feet of commercial/industrial facilities. Our mission is to provide high quality water, wastewater and recycled water services to the District’s expanding communities through management, conservation and development of future resources at reasonable costs. Our vision is to become the leading public supplier of integrated water and wastewater services in California's Monterey Bay Region.
CAPITAL PROJECTS MANAGER
The Capital Projects Manager performs professional field and office engineering project management work related to the District’s capital improvement program; meet with developers, contractors and representatives from other agencies regarding facility and infrastructure developments; administer professional engineering services and construction contracts; provide professional expertise to the District Engineer and staff including field operations.
This is a full journey level classification with responsibilities focused on planning, design, construction and maintenance of engineering projects. Requires an organized individual with a high level of skill and independent judgment. Works effectively with internal departments, other public agencies and the public. Will interpret, apply, and explain complex laws, codes, regulations and ordinances.
Requires a bachelor’s degree with major course work in civil engineering or a related engineering field. Must have a minimum of five years working professionally in engineering design, plan review, and or project administration, preferably in a public agency environment.
Requires a California State Engineer in Training (EIT) certificate. California State PE certification is highly desirable.

REQUIREMENTS
Knowledge of:
-Principles, practices, procedures and standards related to Water District infrastructure development and maintenance.
-Principles and practices of civil engineering.
-Principles and practices of cost estimation and contract administration.
-Methods, materials and techniques used in the construction of public utilities projects.
-Practices related to surveying, including reviewing and preparing maps and legal descriptions.
-Computer applications related to the work, including computer-aided drafting concepts and applications.
-Applicable laws, codes and regulations.
-Sources of information related to engineering theory and practices applicable to water distribution, water supply, recycled water purveyorship and wastewater collections.
-Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations and preparing and presenting effective staff reports.
-Techniques for providing a high level of customer service to the public and District staff, in person and over the telephone.
Skills:
-Develop and review plans for water, wastewater and recycled water treatment plants, and distribution and collection facilities projects.
-Develop and administer contracts for professional services and construction in a public agency setting.
-Conduct complex civil engineering research projects, evaluating alternatives, making sound recommendations and preparing effective technical staff reports.
-Interpret, apply and explain complex laws, codes, regulations and ordinances.
-Prepare clear and concise reports, correspondence, policies, procedures and other written materials.
-Uses tact, initiative, and independent judgment within general policy, procedural and legal guidelines.
-Make effective public presentations.
-Maintain accurate records and files.
