Bridge/Geo-Hydron Manager
The Oregon Department of Transportation was established in 1969 to provide a safe, efficient transportation system that supports economic opportunity and livable communities for Oregonians. ODOT develops programs related to Oregon’s system of highways, roads, and bridges; railways; public transportation services; transportation safety programs; driver and vehicle licensing; and motor carrier regulation.
BRIDGE/GEO-HYDRO MANAGER
The Bridge/Geo Hydro Manager plans, assigns and directs the daily activities of the Bridge/Geo-Hydro Unit for Region 2 based in Salem. The position is responsible to the Region 2 Technical Center Manager for establishing and monitoring engineering design policy and procedures, assignment of resources to meet schedules and the coordination of work with other sections of the Department of Transportation and other agencies.
The Bridge/Geo-Hydro Manager:
•Plans, assigns, and directs the work activities of the Region’s Bridge/Geo-Hydro unit.
•Ensures that projects are adequately staffed, completed on time, within budget, and meet accepted engineering standards, practices, guidelines, and policies.
•Prepares and negotiates the unit's work plan budget. Develops and implements unit's budget compliance procedures and monitors expenditures to assure compliance.
•Directly supervises personnel, manages performance, resolves disputes, motivates, develops, mentors, coaches, and trains personnel.
•Provides leadership, plans and implements courses of action to meet the needs of customers within ODOT as well as those from other agencies and the public.
•Sets policies and direction of Bridge/Geo-Hydro unit and works with employees to define the policies and standard operating procedures.
•Anticipates and meets resource needs for the Bridge/Geo-Hydro unit. Resolves conflicting needs both within the units and within other ODOT units for resources.
•Ensures bridge and geo/hydro resources are scheduled to support maintenance, planning, local program and outsourcing programs as necessary.
•Leads the Bridge/Geo-Hydro unit in developing and maintaining cooperative work relationships with other ODOT program units, regulatory agencies, and local agencies.
•Is responsible for and/or delegates contract administration duties for bridge and geo-hydro consultant services contracts within the unit as necessary.
•Assures that legal requirements under ORS 672 are met for engineer of record or geologist in responsible charge and that all final reports, plans, and drawings are stamped by the responsible registered professional that completes the work.
•Supports Region 2 Project Delivery Program by ensuring on-time and on-budget delivery of Bridge/Geo-Hydro unit portion of plans, specifications and estimates.
•In coordination with other unit manager, helps to ensure product quality control for bridge and geo-hydro products conforms to standards of practice as set forth by Technical Services and the Region 2 Quality Control Plan. Helps lead development of protocols and systems to ensure quality products and services.
•Provides leadership and expertise to special projects as required by the Technical Center Manager or by Region management.
The salary for the Bridge/Geo-Hydro Manager is $4181-$6792/month with an excellent benefits package.
REQUIREMENTS
Position Qualifications include the ability to:
•A current Professional Engineer's license (PE) is required; AND
•A valid driver’s license and an acceptable driving record; AND
•Three years of professional experience as a program/project leader, assigning and reviewing work of professional engineering staff including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget; OR
•Three years of management experience in a public or private organization which included responsibility for: a) development of program rules and policies, b) long- and short-range goals and plans, c) program evaluation, and d) budget preparation. •Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.
