Sr. VP of Regional Operations
SCOPE:
Advises the Regional Vice President and the Policy Board(s) of the Regional Practice/Network regarding overall plans, policies, and programs. Develops, plans, directs and controls broad administrative activities toward achieving the organization's objectives in accordance with federal, state and local laws and policies. Recommends organization objectives to ensure financial profitability through short and long range planning in order to achieve and maintain growth. Continually evaluates the timely adjustment of organization strategies and plans to meet changing national, state, and local needs. Maintains overall responsibility for the operation and activities of the Practice/Network and management company except those activities directly involving the practice of medicine. Works within the scope of authority as established by company and the Policy Board(s) of the regional Practice/Network. Supports and adheres to the US Oncology Compliance Program, to include the Code of Ethics and Business Standards.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Directs the development and preparation of short-term and long-range plans and budgets based upon organization goals and objectives. Recommends their adoption to the Policy Board(s) and to the Regional Vice President.
Develops and maintains a sound plan of organization. Recommends changes in organization to the Regional Vice President as required by the development and growth of the organization. Analyzes and appraises regularly the structural effectiveness of all operations.
Ensures development and establishment of policies, procedures and objectives and ensures their adequate execution, compliance and update.
Evaluates general and specific business conditions as they relate to operational issues, and keeps the Policy Board(s) and the Regional Vice President fully advised on these matters.
Advises and assists in developing organization objectives and plans for their achievement.
Responsible for the overall direction of the organization's recruitment and retention programs utilizing all available media. Assures the creation and placement of recruitment advertising to support the organization in attaining recruitment and retention objectives. Ensures compliance to corporate Human Resources policies and procedures.
Ensures adherence to legal requirements and government reporting regulations affecting OSHA, EEO, TEFRA, ERISA and Wage & Hour. Continually monitors exposure of the organization. Directs the preparation of information requested or required for compliance. Submits information to company Human Resources prior to distribution to government agencies.
Ensures best interests of organization employees in accordance with policies, procedures and government laws and regulations. Recommends probationary actions and terminations.
Conducts appropriate performance evaluations, recommends merit increases, promotions and disciplinary actions.
Responsible for monitoring, analyzing, assessing and communicating organization progress. Considers present and planned capacity. In financial terms, considers manpower and organization needs, including facilities and technology.
Directs the preparation and maintenance of management reports necessary to carry out functions of department and State Practice/Network. Prepares periodic reports as necessary.
Develops and recommends budgets. Authorizes expenditures in accordance with budget and purchasing policy. Approves budget and expenses of subordinates.
Responsible for the development and preparation of business and marketing plans.
On behalf of the State Practice/Network and as directed, is responsible for business development and assessment of state and local target accounts. Ensures that market assessment, identification of market segments and target accounts and evaluation of therapies and markets are conducted. Recommends strategies and approaches, and implements strategic marketing plan as approved by the Policy Board(s). Develops expansion plan and recommends expansion of service area and development of new and profitable business ventures.
Maintains overall responsibility for all aspects of contract management including quality assurance, utilization review, ROI and other areas as appropriate.
On behalf of the State Practice/Network and as directed, plans, directs, controls, coordinates and/or participates in the marketing of services and programs to customers to ensure accomplishment of budgeted financial objectives. Ensures services and programs are marketed in accordance to good business practices to ensure maximum profitability and referral volume in relation to pre-set marketing standards. Establishes, supports, coordinates and contributes to the organization business planning process. Continually evaluates the timely adjustment of marketing strategy, plans and programs to meet organizational needs and changing market conditions.
Develops and complies with expense control programs.
As directed, negotiates medical services and analyzes competitor pricing activities. Recommends, implements and administers changes in pricing structures as approved by the Policy Board(s). Ensures financial analysis/modeling of competitive pricing information is conducted. Ensures timely communication to Regional Vice President, for policy changes (contract administration) and implementation of approved and published price lists. Develops systems for reviewing, tracking and implementing the performance of managed care contracts.
Maintains responsibility for the analysis of submitted utilization data provided in RFPs. Maintains responsibility for, and ensures effective margin analysis for bids, quotes and unique billing arrangements.
REQUIREMENTS
Bachelors degree in Accounting, Finance, or related business field (MHA, MBA, or MS in Health Administration preferred). Minimum seven years of experience in healthcare management and operations, including at least three years in a managerial capacity. Work requires some travel throughout the state by air or automobile, approximately 40% of time.
