Sr. Contracts Manager

No.: TOSCON07Duties/Responsibilities:To perform as a Sr. Contracts Manager within the Titan Linguists Operations and Technical Support Division, L-3 Communications reporting to the Director of Contracts to provide management and administration of existing and new business activities. The Candidate will support DoD programs and new business activities that may be non-DoD related. The candidate will be responsible for the day-to-day administration of contracts, proposal preparation, preparing terms and conditions, negotiations, payment monitoring, preparation of modification requests and identification and resolution of problems in a timely manner. Efforts will support cost reimbursable, T&M, ID/IQ and FFP arrangements that include international projects with USG and commercial customers. Candidate must be capable of working independently, be pro-active in identifying weak areas, recommending solutions and working with Division management to implement solutions.
(1) Contract administration, evaluating RFPs, identifying and mitigating high risk areas, pro-active problem solving and working closely with internal and external customers. Performs hands-on, day-to-day administration and problem solving. Contract administration includes compliance with USG international program and export compliance requirements.(2) Proposal preparation process to include executing teaming agreements, attending bidders conferences, developing terms/conditions for proposal, close coordination with the Pricing Dept to synchronize with cost volume requirements, developing the cost volume, briefing management on contractual issues, negotiation and contract award.(3) Building strong relationships with appropriate internal personnel and working closely with business development staff to secure new business opportunities.(4) Serves as senior contracts resource to ensure compliance with applicable federal contracting related policies, procedures, regs, and laws.(5) Assists the Director of Contracts in development and delivery of company wide contract training programs and developing policies, as needed.Education and Experience Requirements:(1) BS, BA degree with minimum of 8 - 10 years experience in contracting field related to USG programs.
(2) Familiar with USG international procedures and export compliance areas
(3) Communicate effectively with internal and external customers in a fast-paced environment and be able to multi-task effectively.
(4) Develop and prepare cost proposals and lead contract negotiations
(5) Highly motivated, problem solving person that works well as part of a team and independently and with the ability to handle multiple activities.
(6) Strong Microsoft Office skills
(7) Experienced in USG acquisition regulations (FAR, DFARS)
