Start Date is immediate!The My HealtheVet website is an ehealth portal that gives veterans, their families and their health providers, easy access to health information, tools and services. The portal has progressed through a successful pilot, and multiple successive versions. The scope, amount of content, and features of this portal are expected to grow rapidly, particularly as it relates to Mental Health issues, in light of the war in Iraq and other ongoing events. As such, the My HealtheVet website must evolve rapidly to provide the appropriate information and content to the Veterans to help them address these issues. My HealtheVet operates in an iterative development lifecycle and a Federated Portal Architecture. This federated architecture means that multiple development sources can develop portlets, applications and portals that will be incorporated into the My HealtheVet portal environment. The Department of Veterans Affairs content management strategy calls for conducting market surveys to determine the best sources of available information, perform a map and gap analysis of information capabilities, and develop an integrated plan to provide the best mix of commercially available and in-house developed information capabilities packaged for veterans and active duty service persons. The Business Process Analyst establishes business processes and procedures to enable long-term information content development and sharing. Interact with multiple Government Agencies (primarily the Mental Health Executive Committee), their staff and/or contract staff for this project. Elicit, define, and document Mental Health Information content, structure, and processes for use in the My HealtheVet portal. Elicit information management requirements and document the requirements to the point where they can be implemented within the context of the My HealtheVet portal. Provide technical assistance in identifying, evaluating and developing systems and procedures that are cost effective and meet user requirements. Job Duties / Functions: Plans and directs the analysis of complex business problems to be solved with automated systems. The Business Process Analyst provides technical assistance in identifying, evaluating and developing systems and procedures that are cost effective and meet user requirements. Additionally, the BPA will be responsible for all associated process reengineering exercises. Skillset and Experience: Extensive, proven experience in business process reengineering scenarios and principles (experience with principles of Total Quality Management and Six Sigma a plus) Ability to communicate a proven, familiar understanding of BPR target areas: customer-friendliness, effectiveness, and efficiency Ability to comprehend varied business scenarios and translate those into functional (use cases) and non-functional requirements. Ability to manage multiple orthogonal priorities for requirements. Utilize excellent facilitation and communications skills to manage customer expectations and ensure clear and consistent understanding of system functions. Strong oral and written communication skills and the ability to work directly with customers. Understand where requirements analyst activities fit in the development process lifecycle. Continually stay aware of the latest technologies
REQUIREMENTS


Pluses / Differentiators:
Rational Rose and UML experience required Clinical healthcare background (particularly Mental Health)
Requirements/RUP background preferred
Ability to model the business domain to clarify business needs in a manner consistent with deriving key functional capabilities for automation.
Additional skills:
Superior English and Grammar skills
Technical College degree is preferred (BA or BS required)
BPR field certifications (or similar equivalents including Six Sigma) highly preferred RUP certification highly preferred
5+ years BPR experience Application Skills Required: MS Word, Excel, PowerPoint, Project; Adobe Acrobat
