Senior Proposal Manager

Job Description: The Proposal Manager will be responsible for all aspects of proposal development for the Systems Integration Sector. This will include directing and coordinating the activities of Proposal Volume Leaders and numerous technical authors and consultants to produce high-quality winning proposals. The individual will be responsible for accurately estimating B&P Budgets and managing efforts to them. The individual will coordinate Blue, Pink, Red, and Gold Team proposal reviews while meeting stringent schedule requirements. S/He will contribute to strengthening Titan's winning position during the Capture Phase/Draft RFP phase by working closely with the Capture Manager to analyze the competitive landscape and position by facilitating strategy sessions, leading blackhat reviews, and/or structure/document a winning proposal story. This individual will be responsible for leading/mentoring less experienced proposal staff and proposal writers. S/He will contribute to proposal development writing efforts, when required. The individual will work with Sector, Group and/or Division personnel, proposal coordinators, and consultants, as well as the Titan Corporate Proposal Development organization. In addition, the Proposal Manager will interface with a range of matrixed resources and temporary help to support business acquisition and proposal development efforts.
REQUIREMENTS
Background and Experience: (including education, skills, work activities)
(a) Minimum required:
Must have current TOP SECRET Clearance AND must meet the requirements of DCID 6/4.
Minimum of six years of Proposal Management experience required in the Federal, State, and/or Local Government Market. Individual must have working knowledge of DoD organizations and the FAR. Must be experienced with the maze of rules, regulations and idiosyncrasies that drive the Federal Government business capture process. Preferred experience would be from developing proposal in the Intelligence and/or DoD community. Knowledge of Performance Based Contracting a plus. Individual must have experience in B&P estimation, tracking, and managing an effort within approved budget. Candidates must have working knowledge of best practices with respect to proposal development processes, methodologies and corporate discipline, ensuring that Titan positions itself to win major programs on a consistent basis. Must be knowledgeable of industry best practice techniques to include the preparation and coaching of oral presentations.
Strong communications and leadership skills a must. Ability to motivate others through collaboration and cooperation. Must have extensive skills/experience in motivating, directing and managing large, multi-contractor proposal team efforts to develop winning proposals. Candidate must have proven proposal leadership skills, with the ability to build a strong team and vector appropriate resources to maximize proposal development. Candidate must have extensive experience in mentoring and coaching less experienced staff and inexperience senior operations staff who are writing proposals for the first time.
Must have experience in reading and analyzing requests for proposals, creating compliant proposal outlines; crating manageable schedules, managing and coordinating activities of large proposal teams to include several writers and production staff. Experience in facilitating strategy/blackhat sessions a plus. Must have experience working closely with capture managers to develop and implement winning competitive proposal strategies. Ability to understand their winning strategy and vision and transfer it into the proposal team and ultimately into the written or oral proposal/ presentation.
