We have an immediate opening with our San Diego office for a Senior Cost Estimator. The incumbent would be responsible for support of business growth and development for Chugach McKinley’s San Diego Maintenance Management through the acquisition of new and expanded government contracting efforts. Develops aggressive and competitive proposals to meet government customer requirements in a cost-effective manner while ensuring acceptable profit margins are maintained.

ESSENTIAL DUTIES & JOB FUNCTIONS:

•Develops and refines written bids and proposals based on government generated Requests For Proposal (RFP).
•Gathers details and compiles and analyzes data to estimate all production costs according to specifications.
•Assists in developing aggressive and competitive proposals to meet government customer requirements in a cost effective manner while ensuring acceptable profit margins are maintained.
•Considers materials, equipment, tools labor and transportation for estimates.
•Works closely with government customers in developing requirements and specifications using in-process teaming meetings and conferences.
•Generates complex financial spreadsheets for cost proposals in response to government RFPs and discussions with customers.
•Develops requests for subcontract and vendor proposals and coordinates their receipt and incorporation into master proposal documents.
•Prepares comprehensive written management and technical proposals for support of military base operations and housing maintenance contracts.
•Assists Project Manager in developing contract project start-up budgets based on negotiated contract proposals.
•Reviews and documents lessons learned from on-going and completed contract start-up efforts. Refines computer models to improve estimating methodologies and cost proposal effectiveness.
•Prepares and publishes final proposal documents using computer based publishing software and other computer based production technologies.
REQUIREMENTS
•Bachelors degree, preferably in Business Administration or related field
•Knowledge of military base operations, proposal development and government contracting
•Knowledge of proposal development, spreadsheet development & refinement and contract negotiations.
•Computer experience with P.C. systems including advanced spreadsheet (Microsoft Excel) skills.
•Must have excellent written and oral communication skills.
•Good interpersonal skills and able to work closely in group environments.
•Must have excellent attention to detail.
