DIRECTOR OF ENFORCEMENT

AGENCY DESCRIPTION:
The Department of Small Business Services (SBS), an agency of 250 employees and a $100 million budget, makes it easier for companies in New York City to form, do business and grow by providing direct assistance to business owners, fostering neighborhood development in commercial districts, promoting financial and economic opportunity among minority- and women-owned businesses, and preparing New Yorkers for jobs and linking employers with a skilled and qualified workforce.

JOB DESCRIPTION:
SBS’s Division of Labor Services (DLS) is responsible for the implementation and oversight of the City’s Executive Order 50 and related rules requiring City contractors to comply with applicable equal employment opportunity laws. Pursuant to the recommendations of the Mayor’s Commission on Construction Opportunity, DLS will be expanding its oversight of contractors in order to ensure compliance with applicable law. This includes field inspections to verify information submitted by contractors regarding their equal employment opportunity policies and practices, formulating strategies and plans to facilitate contractor compliance,, and establishing systems to track and analyze the demographic makeup of employees in the construction industry.

SBS is seeking a highly motivated Director of Enforcement for the Division of Labor Services that will develop and implement policies and processes for a compliance program for City contractors.

Responsibilities will include:
-Participate in the development of the Division of Labor Services’ strategic plan
-Oversee contractors’ compliance with applicable equal employment opportunity laws
-Formulate processes to implement new program policies and procedures, including identifying contractors not in compliance with applicable equal employment opportunity laws, creating plans to bring contractors into compliance, evaluating implementation of plans, and proposing recommendations to enhance plan implementation
-Oversee field inspections of contractor worksites
-Communicate and coordinate with other City agencies regarding their contractors’ compliance with applicable equal employment opportunity laws and compliance plans
REQUIREMENTS
SPECIAL QUALIFICATIONS:
-Experience in strategic planning and integrating policy implementation, including development of operations and processes
-Ability to organize and drive projects to timely completion
-Outstanding writing and communications skills (writing sample required)
-Experience in construction and construction-related industries is a plus
-Knowledge of New York City procurement process and FMS system is a plus
-Experience in data analysis is a plus





QUALIFICATION REQUIREMENTS:
A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in a managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration.
