Business & Technology Applications Specialist

This position is staffed to the Financial Systems Division, Technical Applications Section and is a member of the professional technical team that supports the North Carolina Accounting System (NCAS). The NCAS utilizes the Infor/Extensity (formerly GEAC) vendor software suite of financial products. This financial system employs a co-existent technical strategy that utilizes Enterprise Server (mainframe) and distributed platforms in a highly dynamic environment. The technical staff is teamed in the Office of the State Controller with financial accounting analysts to provide complete financial systems functionality and technical support for one of the most comprehensive statewide financial systems in the U.S. The primary purpose of this senior position is to provide expert systems design, analysis, programming, problem solving, debugging and intensive technical support for the NCAS. Technical support includes the installation of system modules, analysis of system user requirements, application of the NCAS to user subsystem interfaces, enhancement of system functionality, documentation of system configurations, debugging and testing of system functionality/performance, development of conversion plans, administration of system security, and preparation of all necessary technical documentation to implement/maintain programs, processes and procedures. This position must also participate and contribute to innovative strategies for system integration/multi-platform initiatives. Due to the nature of this system, project timelines, changes in scheduling or problem situations could require extended hours.
This work requires the following special skills and knowledge: 1)knowledge of enterprise server(mainframe) operating systems, VSAM file structures/access methodologies/programming, job control languages (JCL), COBOL and fourth generation mainframe programming languages, (2) considerable knowledge of the technical configuration of mainframe systems, (3) general knowledge of financial and budgetary theories, methods and practices, (4) ability to comprehend, analyze, and interpret organizational issues and procedures; and to make alterations in existing systems that support the organization, and (5) ability to plan and coordinate project tasks/schedules, prepare detailed and comprehensive reports and to present information clearly and consisely in both oral and written form; ability to work with professional level individuals in planning and implementing computer applications. Management prefers comprehensive knowledge of financial business systems processes.
REQUIREMENTS
Graduation from a four-year college or university with nine semester hours in programming and three years of experience in business applications consulting or development. Experience in the field of work related to the position's role may be substituted on a year-for-year basis.
For current State employees during the implementation of Career-banding, this job is considered at salary grade 81.
