The Federal Specialist is responsible for supporting the internal management of Sanofi-aventis federal government contracts. This position provides leadership in the day-to-day processing and operations necessary to fulfill stringent reporting and compliance requirements for the Federal Supply Schedule (quarterly NonFAMP and annual Federal Ceiling Price calculations, Tracking Account Customer Compliance, quarterly IFF submissions, VA/DOD membership) and the Public Health Service Contract (quarterly PHS price calculations and membership.). Responsibilities include assisting in the negotiation of the FSS contract, ensuring compliance with the FSS and PHS contracts, analyzing terms & conditions, and ensuring that the Government Pricing Calculating System is updated with accurate information, particularly as business or legal requirements change. This position contributes to the development and implementation of internal training programs as well as establishing, improving and updating policies and procedures to minimize financial risk and maximize compliance to federal regulations and SOX requirements. This position requires excellent interpersonal communication skills and frequent interaction and relationship building with external customers, Federal Sales Specialist, Regional Account Managers, Commercial Contracting, Marketing, Finance, Legal and IS.
Perform consistent, accurate, auditable quarterly processing of all relevant sales information in the Government Pricing Calculating System (GPCS)
Provide timely transmissions of Federal pricing information for all company and subsidiary labeler codes. (Quarterly NonFAMP and Annual FCP)
Provide continual monitoring of all current Tracking Account Customers as well as renegotiation of new customers as required.
Provide guidance and hands-on assistance, as requested, by product management, contract operations, Finance, Marketing, and Field Sales/Account Management.
Monitor federal policies/communiqués for any changes or new requirements and provide specific feedback to Contract Management and Legal.
Confer frequently with Manager, Government, Legal and I/S, to insure adherence to strict processing time frames and prompt resolution of existing problems.
Maintain the accounting integrity and auditability of existing GPCS & CARS reports as business processes evolve and transition.
Design and generate reports and spreadsheets to evaluate performance and assist in managing the contracts.
Special projects are required.
Maintain basic understanding of Medicaid and PHS pricing calculations.
Provide timely PHS pricing updates in CARS and provide pricing on request to internal and external customers.
Provide prospective product pricing support for new product launches/extensions for Federal, CCS and PHS contracts.
Provide product catalogs and federal pricing updates as required.
Assist with the development and implementation of ongoing training and communication processes for all associates who participate in the approval and compliance aspects of Federal Contracts.
Provide continual updates and maintenance of the Policies and Procedures manuals for Government Contracts.
Maintains/updates/reviews all federal profiles/contracts in the CARS/IS contracting system and the GPCS government calculation and reporting system
Other Ad Hoc duties as required by the needs of the department to fulfill business and or regulatory requirements.
REQUIREMENTS
- Bachelors degree in a business or related discipline
Five years experience in Finance, Contract Management or related field
Three years experience in Federal Contracts and/or Medicaid.
Demonstrated ability to handle multiple simultaneous tasks.
Excellent analytical skills required.
