Position Summary:
Assists the Vice President of Community Affairs/CRA Officer with the administration of the Bank's Community Reinvestment Act (CRA) Program. Develops and maintains a regional tracking system for ongoing data collection and reporting commensurate with directives issued by Corporate Compliance. Maintains accurate records relating to the region's CRA activities under the lending, investment and service tests. Performs testing of CRA reportable small business/farm and community development data to ensure integrity of regulatory reporting.
Major Areas Of Accountability:
Responsible for providing periodic standard and special-purpose CRA activity reports to Corporate Compliance including monthly and quarterly CRA activity reports. Maintains ongoing supporting documentation of Lakeshore’s activities considered under the lending, investment and service tests. Compiles requested information in preparation for CRA regulatory examinations.
Works directly with business line personnel responsible for collecting and reporting CRA data for small business/farm loans and community development loans. Ensures personnel maintain procedures designed to ensure integrity of data. Assists personnel with the establishment of necessary procedures and controls. Assists management with providing training, as necessary.
Performs quarterly testing of small business/farm and community development data in accordance with procedures established by Corporate Compliance. Develops recommendations for correction of identified deficiencies. Prepares reports of findings to senior management.
Assists in the review of new or modified bank products and all changes in policies, procedures systems, and controls.
Maintains current awareness of legislative developments and a working knowledge of state and federal laws and regulations as they relate to the CRA. Ability to research and analyze and communicate the impact of these provisions on bank operations, including policies, procedures, new and existing products, forms, advertising and promotional materials with assistance from a supervisor, as necessary.
Researches CRA issues and provides interpretations and clarifications to bank personnel in conjunction with the CRA Officer.
Writes and edits written materials (e.g. status reports, procedures, programs, meeting materials, etc). Assists the CRA Officer and other COmmunity Affairs staff with other duties (including administrative duties) and projects, as required.
REQUIREMENTS
EDUCATION
Required:
A college degree or equivalent job-related experience
Preferred:
College courses in statistics
WORK EXPERIENCE
Required:
Knowledge of banking, the internal structure of a bank, and elements of bank operations and services.
Superior understanding and competency with a variety of software: Word, Excel, Access, and Oracle Discover.
Excellent written and verbal communication skills required. Solid interpersonal skills necessary to interact with bank employees and management. Organizational skills needed to handle work in an efficient manner. High degree of initiative and strong ability to meet principal accountabilities with limited direction and oversight.
Preferred:
Understanding of the Community Reinvestment Act and related monitoring and reporting activities.
PHYSICAL DEMANDS/WORKING CONDITIONS
*Quarterly travel to Milwaukee for CRA Small Business and Community Development Lending file reviews.
*Periodic travel to northwest Indiana for CRA Public File updates.
